Jeffrey Stiles, AICP, PP<br />
Transit and Transportation<br />
Mr. Stiles has extensive experience in the management and technical<br />
direction of large multi discipline planning assignments. He has<br />
directed major assignments involving the comprehensive evaluation of<br />
transportation, land use and environmental projects. Mr. Stiles has<br />
been responsible for a large number of comprehensive transportation<br />
studies ranging from large multi-stage major investment studies to<br />
small local transportation plans. He has completed a number of<br />
assignments for transit operations, DOT's and various Metropolitan<br />
<strong>Planning</strong> Organizations throughout the country. Assignments have<br />
included the evaluation of projects involving bus rapid transit, light<br />
rail transit, commuter railroads, local and commuter bus lines and<br />
highways. Mr. Stiles has extensive experience in the FTA "New<br />
Starts" process.<br />
Miami-Dade County, Kendall Corridor Alternatives Analysis<br />
(AA) Project Manager for a multimodal AA to address mobility<br />
issues within this complex urban corridor in southern Miami-Dade<br />
County. The AA was performed in accordance with the FTA new<br />
starts process and evaluated several potential corridors providing<br />
access to downtown Miami and Miami International Airport. Modes of<br />
transit evaluated included rapid transit, LRT, DMU, BRT as well as<br />
managed lanes. Key elements of the projected included integration<br />
with existing transit services in the region, preservation of existing<br />
roadway capacity and extensive outreach and public education.<br />
Chicago Region Environmental and Transportation Efficiency<br />
Project <strong>Planning</strong> and Environmental Manager for the evaluation,<br />
preliminary design and environmental documentation phases of a two<br />
billion dollar freight and passenger rail rationalization project in the<br />
Chicago metropolitan area. The project entails developing creative<br />
solutions to complex operating and infrastructure conditions involving<br />
five Class 1 railroads and Metra’s commuter rail service in south<br />
Chicago. The preferred solution involves extensive infrastructure<br />
upgrades including two new rail over rail flyovers through residential<br />
neighborhoods, new mainline tracks and numerous street closures.<br />
NJ TRANSIT, Northern Branch Corridor DMU Draft<br />
Environmental Impact Statement (DEIS), Bergen County, NJ<br />
Project Director of an Environmental Impact Statement and Conceptual<br />
Engineering for a planned new light rail service in Bergen County.<br />
Responsible for the overall direction of the EIS document, assigning<br />
project resources, and client quality assurance. The proposed service<br />
would be a 10-mile new start rail project. Joint use of the corridor with<br />
the existing CSX freight service was a significant consideration in this<br />
EIS. The project includes analysis of a new two track DMU rail line,<br />
ten stations, a yard, bridge rehabilitations and C&S to create a service<br />
every 15-minutes during peak periods in this corridor.<br />
