Welcome to <strong>ResNet</strong> 2008!<br />
Dear <strong>ResNet</strong>ters,<br />
On behalf <strong>of</strong> the 2008 Resnet Symposium Host Committee, we would like to welcome you to the <strong>University</strong> <strong>of</strong><br />
<strong>New</strong> <strong>Brunswick</strong>, Fredericton, and for many <strong>of</strong> you, to Canada. It is with great pride and enthusiasm that we<br />
decided a few years ago to bid to invite <strong>ResNet</strong> to Canada for the first time; the time is now here to host our<br />
fellow <strong>ResNet</strong>ters on our historic campus and we hope you enjoy your visit!<br />
We have had great support from the <strong>University</strong>, the city <strong>of</strong> Fredericton, our host committee, the steering<br />
committee, the program committee, and <strong>of</strong> course our vendors, in order to plan a fantastic Symposium for all<br />
<strong>of</strong> you. Starting with excellent Pr<strong>of</strong>essional Development Seminars, we’ve also lined up special events to<br />
entertain you, an engaging keynote and excellent program sessions to inform and encourage you, and lots <strong>of</strong><br />
delicious food to keep you fueled! We’ve maintained many <strong>ResNet</strong> traditions, added a few <strong>of</strong> our own twists,<br />
and had lots <strong>of</strong> fun (and challenges!) planning to make this the best <strong>ResNet</strong> ever, eh<br />
While you’re here, we hope that you will take advantage <strong>of</strong> the opportunity to learn from one another<br />
through the sessions, BOFs, and information conversations that will take place over meals, in the snack room,<br />
or at the special events. We also hope you will experience the hospitality, culture and heritage <strong>of</strong> our<br />
<strong>University</strong>, city and province. UNB is the oldest public university in North America and home to the first<br />
faculty <strong>of</strong> Computer Science in Canada; Fredericton is the birthplace <strong>of</strong> the Canadian military and was named<br />
one <strong>of</strong> the Top 7 Smart Cities by the Intelligent Communities Forum in <strong>New</strong> York in 2008; and <strong>New</strong> <strong>Brunswick</strong><br />
is home to a rich Acadian heritage and is a world-leader in the knowledge and energy industries. <strong>The</strong>re is so<br />
much to see and do while you are here and our friends with Fredericton Tourism will be on-site to help you<br />
learn more about our community. <strong>The</strong>y have also provided lots <strong>of</strong> tourism literature for you in case you miss<br />
them at registration.<br />

Letter from the Chair<br />
Dear <strong>ResNet</strong>ters,<br />
On behalf <strong>of</strong> the <strong>ResNet</strong> Steering Committee, it is my sincere pleasure to welcome you to the 15th<br />
annual <strong>ResNet</strong> Symposium. <strong>The</strong> <strong>ResNet</strong> community continues to be a creative, resourceful, and vital force<br />
because <strong>of</strong> each <strong>of</strong> you. <strong>The</strong>refore, we are excited to have you with us, whether you’re a <strong>ResNet</strong> “veteran” or<br />
“newbie” coming to the Symposium for the first time. In the days that follow, friendships and pr<strong>of</strong>essional<br />
bonds will be forged and renewed. We are excited to have you with us, and look forward to the opportunity to<br />
maintain and strengthen our bonds long after the conference is over.<br />
This year marks several especially significant milestones for our organization: First, as you are no<br />
doubt aware, we’re truly living up to our international mission by holding the symposium in Canada for the<br />
first time.<br />
Second, we have made good on our commitment to take <strong>ResNet</strong> the organization to the next level <strong>of</strong><br />
pr<strong>of</strong>essionalism and service by seeking a not-for-pr<strong>of</strong>it corporation status in the United States. By the time you<br />
read this letter, we should be incorporated in the Commonwealth <strong>of</strong> Massachusetts as a not-for-pr<strong>of</strong>it<br />
corporation. As soon as the ink is dry on the paperwork, we will post the mission statement, corporate bylaws,<br />
and slate <strong>of</strong> <strong>of</strong>ficers on the <strong>ResNet</strong> wiki.<br />
That said, you may be asking yourself, “so... what does this really mean” Well, the vision as<br />
discussed in our Town Hall meeting last year was to afford our community the opportunity to become more<br />
inter-active, more relevant, provide more pathways to pr<strong>of</strong>essional growth for members, and to increase the<br />
overall legal, financial, and pr<strong>of</strong>essional viability <strong>of</strong> our organization. But in truth, the short answer is “it’s<br />
really up to you.”<br />
<strong>The</strong> larger <strong>ResNet</strong> community, I suppose as defined largely by members <strong>of</strong> the Listserv, has always<br />
been the strength <strong>of</strong> this organization. However, we are seeing an evolution and maturation <strong>of</strong> technology,<br />
and attendant evolutions in the campus organizations that support those technologies. For example, many<br />
<strong>ResNet</strong> organizations have rejoined their central computing or Help Desk counterparts as wired and wireless<br />
networks have become pervasive in residences. While every campus must still grapple with security, we no<br />
longer kick the tires with security policies and products in student residences while waiting to implement<br />
strategies that are “good enough” for the rest <strong>of</strong> campus. Security, like networking, is now a normal and<br />
pervasive part <strong>of</strong> the entire campus agenda.<br />
At the same time blogs, wikis, mashups, and social networking sites (you know the ones I mean!)<br />
have forever changed the landscape and lifestyle <strong>of</strong> today’s college student. <strong>Student</strong>s bring to campus a<br />
plethora <strong>of</strong> new internet-enabled phones, PDAs, game consoles and other devices. <strong>The</strong>y’re using Moodle to do<br />
coursework, meanwhile keeping track <strong>of</strong> friends with Twitter, and posting both academic work and social<br />
calendars using Google apps. <strong>Student</strong> use <strong>of</strong> technology is evolving rapidly. <strong>The</strong> relevant question becomes:<br />
should we as an organization be evolving as well to keep pace not just with the new gadgets, but how<br />
hardware and s<strong>of</strong>tware tools are changing student social behavior and enabling academic work as well<br />
<strong>ResNet</strong> 2008 @ <strong>University</strong> <strong>of</strong> <strong>New</strong> <strong>Brunswick</strong>
Letter from the Chair<br />
<strong>The</strong> answer, again, is “It’s up to you.” As our organization becomes more robust, more pr<strong>of</strong>essional,<br />
and seeks ways to remain relevant in a technologically evolutionary if not revolutionary time, it’s important to<br />
take stock <strong>of</strong> where we are and where we want to go. To that end, I invite each <strong>of</strong> you to a lively “Town Hall”<br />
style discussion to be held on Sunday, June 22 in Tilley 102 Auditorium. Bring your ideas, your thoughts, your<br />
dreams....and let’s see where this will go!<br />
Even if you choose not to attend the Town Hall meeting (though we hope you will), we encourage<br />
you to make the most <strong>of</strong> your Symposium experience, and to continue to find ways to participate, either by<br />
becoming an active member <strong>of</strong> our <strong>ResNet</strong> community, or by taking it up a notch and joining our Program<br />
Committee or finding ways to get involved with the <strong>ResNet</strong> Applied Research Group or Steering Committee<br />
when opportunities arise. And last, but not least, while you are busy adopting a few new “Canadianisms” into<br />
your vocabulary, we hope that you will take the time to thank our hosts for making the 15 th annual <strong>ResNet</strong> an<br />
absolutely unforgettable experience. Have a fantastic <strong>ResNet</strong> 2008!<br />

Do your RCCs snore during training Do you worry that the glazed over look means that the dry information we have to cover is<br />
putting your workers to sleep Does that new RCC over in the corner all by herself concern you <strong>The</strong>n this class is for you! This<br />
session will focus on proven team building and icebreaker activities you can take back with you to liven up your training; wake up<br />
your team and help build solid working relationships! Please dress comfortably and bring your sense <strong>of</strong> humour!<br />
PDS Session C: You Might As Well Be Happy (Singer 151)<br />
Ellen B. Gélinas, humorist, educator, and counselor, presents a lively and interactive look at the many ways we can increase our<br />
laughter quotient. You are respectfully invited to learn how to overcome some <strong>of</strong> your own roadblocks to a balanced and fun-filled<br />
life. You just might laugh at your own foibles, practice the power <strong>of</strong> “NO”, argue with the all too serious rules we hang on to. And<br />
you could discover a short-cut to using“appropriate” humour and understanding our differences. Hopefully, you will dare to design a<br />
bodacious “TO DO” list and leave with a smile on your face and a plan in your heart.<br />
PDS Session D: DISC Pr<strong>of</strong>iles (Singer 161)<br />
In a recent survey <strong>of</strong> 1000 human resource pr<strong>of</strong>essionals, the ability to communicate and deal effectively with other people was<br />
rated as the number one skill looked for in the hiring process. It was rated above technical skills, work experience and other<br />
educational backgrounds.<br />
This workshop is a powerful training event that is guaranteed to improve personal and work communications. <strong>The</strong> skill <strong>of</strong><br />
understanding people will increase business and personal communications, improve interpersonal relationships and create an<br />
appreciation <strong>of</strong> the diversity <strong>of</strong> individual types. Each participant will learn how to work with people <strong>of</strong> different styles to insure<br />
positive outcomes.<br />

PDS Session E: Giving Effective Presentations (Tilley 205)<br />
Terry has been a Certified Trainer within the Junior Chamber organization for the past 5 years. He has delivered training to young<br />
pr<strong>of</strong>essionals ranging from Non-pr<strong>of</strong>it Organization Management to Effective Speaking and Communicating.<br />
Delivering effective presentations can <strong>of</strong>ten be a difficult task, especially for those <strong>of</strong> us within the IT Industry. Terry will present<br />
some useful information to not only help you develop effective visual aides, but also help you convey the information to your<br />
audience, make the delivery easier, and leave a positive lasting impression.<br />
PDS Session F: Campus Safety and Security in a Cyber World (Singer 361)<br />
This session will be delivered in two parts.<br />
Part A: Cyber Threats on Campus<br />
<strong>The</strong> Internet has provided a powerful set <strong>of</strong> innovative tools and services that have transformed many aspects <strong>of</strong> early 21st century<br />
life. This is particularly true in higher education but we must be aware that every new application <strong>of</strong> technology (social networking<br />
for example) comes with a dark side. This part <strong>of</strong> the presentation will discuss the latest threats in cyber space and present some<br />
effective legal, social and technical responses to cyber crime.<br />

Pr<strong>of</strong>essional Development Sessions<br />
Part B: Emergency Messaging on Campus<br />
Recent tragic events on campuses have led many post-secondary educational institutions in the United States and Canada to<br />
introduce emergency messaging capabilities as a way <strong>of</strong> alerting campus communities about 'short fuse' emergency situations. This<br />
presentation will provide an overview <strong>of</strong> the communications technologies being deployed, and discuss some <strong>of</strong> the human, policy,<br />
legal and technical factors that ultimately influence the effectiveness <strong>of</strong> emergency messaging on university and college campuses.<br />
David A. Townsend<br />
Pr<strong>of</strong>essor, Faculty <strong>of</strong> Law, <strong>University</strong> <strong>of</strong> <strong>New</strong> <strong>Brunswick</strong><br />
David Townsend is a Pr<strong>of</strong>essor at the Faculty <strong>of</strong> Law at the <strong>University</strong> <strong>of</strong> <strong>New</strong> <strong>Brunswick</strong>, where he teaches regulatory law and policy<br />
courses. His research has concentrated upon the intersection <strong>of</strong> legal and technical issues related to wireless technologies and<br />
services. He has authored papers, reports and legislative drafts related to such matters as the Radio communication Act, the Radio<br />
Regulations, the ‘theft’ <strong>of</strong> satellite signal, the sitting <strong>of</strong> radio antennae and wiretapping wireless networks. Pr<strong>of</strong>essor Townsend<br />
recently completed a 12-month secondment as a Visiting Researcher at the National Research Council, Institute for Information<br />
Technology, e-Business Centre in Fredericton.<br />

National Research Council <strong>of</strong> Canada, Institute for Information Technology<br />
Greg has more than 30 years experience as an ICT manager in industry, academia and the public sector. Greg joined NRC IIT from<br />
UNB where he was the Executive Director <strong>of</strong> Integrated Technology Services. Prior to that he was an Assistant Vice-President<br />
(Academic) at UNB and taught Management Information Systems in the Faculty <strong>of</strong> Administration. Greg started his career with IBM<br />

Presenters' Prep - <strong>The</strong> presenters' prep meeting provides important information and tips to those presenting at the <strong>ResNet</strong><br />

successful presentation. It is crucial that all presenters attend the presenters' prep meeting so they can see the room where they will<br />

Birds <strong>of</strong> a Feather (BOF) Sessions - BOF sessions are small-groups who gather to discuss a pre-selected topic. Oftentimes these are<br />

Windows PCs with Sun Ray thin clients connecting to a Windows 2003 server running Terminal Services in two <strong>of</strong> their computing<br />
sites. We have coined the term WinSun terminals for these stations. In addition, this technology is being used for express stations in<br />
one <strong>of</strong> our busiest sites and in kiosk setups in our student centers. It has reduced staff support time, minimized security<br />
vulnerabilities and reduced hardware costs. No hard drives means no more ghosting to keep these systems clean and up to date. I<br />
will give an overview <strong>of</strong> our hardware and the s<strong>of</strong>tware configuration we are using in this environment.<br />

Oregon State <strong>University</strong> uses the Linux Terminal Server Project (http://ltsp.org) to run web-enabled desktops in the dorm lobbies and dining halls.<br />
Each box is running a network boot copy Linux that is pulled from our central server. <strong>The</strong>y do not have a internal HDD. Updates are as simple as a<br />
configuration change on the server. I will talk about how we implemented it, and why we chose Linux as well as some <strong>of</strong> the stumbling blocks we<br />
hit when implementing the system.<br />

Description: Stony Brook <strong>University</strong> would like to present our remote support solution for students, Bomgar. Bomgar is a network<br />
appliance with a built in web server that allows remote connections to any computer with an internet connection. We have setup a<br />
URL to direct the students to the Bomgar box’s web server. <strong>The</strong>y are prompted to install a small plugin. Once installed, the remote<br />
support representative has full control <strong>of</strong> the user’s desktop. <strong>The</strong> support session may be ended at any time by either the user or the<br />
rep. Once the session has ended, the remote client will uninstall itself from the remote computer. <strong>The</strong> remote client is compatible<br />
with Windows 9x – Windows Vista, OSX 10.3 – OSX 10.5, Ubuntu, Redhat, Fedora & Suse. Bomgar has helped reduce the need for<br />
dorm room visits and greatly improved response time. <strong>The</strong> appliance allows concurrent remote connections based on licenses. We<br />
currently have 10 licenses and 40 technicians. <strong>The</strong> appliance in place is expandable up to 20 concurrent connections.<br />

and raise awareness by sending students an email when an IP associated with that student is seen to be engaging in peer-to-peer<br />
(p2p) uploads. <strong>The</strong> presentation aims to provide an overview <strong>of</strong> the service and will cover areas such as policy implications, privacy<br />

Description: All schools deal with copyrighted content on student computers throughout the course <strong>of</strong> the year. At Bucknell, we<br />
provide full service at our tech desk for student computers, which includes s<strong>of</strong>tware and hardware diagnosis, and which regularly<br />
requires re-imaging <strong>of</strong> the computer. <strong>The</strong> issue <strong>of</strong> what to do with many gigs <strong>of</strong> copyrighted material on student computers is a<br />
thorny one. In order to better serve the student population, we have instituted a Back it up, Bucknell campaign. <strong>The</strong> purpose <strong>of</strong> this<br />
campaign is to better prepare students for that day when their hard drive dies or their computer slows beyond the point <strong>of</strong> repair.<br />
<strong>The</strong> drive has 2 main points: back up your academic documents on Bucknell's 600mb <strong>of</strong> server space and back up your photos, music<br />
and movies on an external hard drive. <strong>The</strong> word is spread through bookmarks , radio interviews, print ads (student newspaper),<br />
posters, YouTube, Bucknell's web page, portal, and ITS Blog<br />

challenges we faced, how we adapted ConPortal, an open-sourced web-based scheduling application developed at the College <strong>of</strong><br />
Pomona, to meet our scheduling and timeclock needs, and how we've adapted it to suit other student-employing groups on campus.<br />

Description: I will show you how to create customized Windows XP and Vista discs that include slipstreamed updates, patches, and<br />
drivers, thereby reducing Windows installation time by more than 50%. Your Windows install discs will seamlessly detect and install<br />
everything you need to get Windows up and running as quickly as possible. For diagnosing computers that won't boot, I will show<br />
you how to create a customized troubleshooting disc that includes major hardware and s<strong>of</strong>tware diagnostics. This custom CD can<br />
also boot into a Windows-like environment to recover personal files before reinstalling.<br />

<strong>ResNet</strong> Support Team is right in the middle <strong>of</strong> it! This is the story <strong>of</strong> how we dealt with York Secure Scan, the application on the York<br />
<strong>University</strong> <strong>ResNet</strong> network that grants permission to registration for Micros<strong>of</strong>t Windows workstations. First, a brief introduction to<br />
the history <strong>of</strong> the York <strong>University</strong> <strong>ResNet</strong> service will be done outlining the important role our York Secure Scan application takes to<br />
only allow clean secured workstations onto the our <strong>ResNet</strong> service. Next, there will be some discussion into the problems that were<br />
reported by clients (missing MS OS patches, problems loading MS OS patches, etc). Lastly, some solutions to the problems that we<br />
faced will be presented (how to get patches loaded) and our procedures for dealing with some <strong>of</strong> our more problematic<br />
clients/students.<br />

we have a responsibility not only to be a good employer, but to enhance their education as well. To facilitate this, we have<br />
developed a <strong>Student</strong> Career Development program. <strong>The</strong> program builds a structure to allow our student employees to move along a<br />
voluntary career path <strong>of</strong> their choosing. We'll discuss how the program works, what it costs, what it's meant for both the students<br />
and our organization.<br />
Presentation 5C: Exorcising Ghost: Windows Imaging at Stanford<br />

Description: Stanford <strong>University</strong> <strong>Student</strong> Computing manages several hundred Windows machines in over 100 locations spread out<br />
across the residences, libraries, and other public areas. We use Symantec Ghost to create full disk and partition images and to write<br />
those images back out to disk on our machines. However, we don't generally use Ghost to transfer images across the network, and<br />
we rely on a number <strong>of</strong> other management tools to reduce the frequency with which we perform full-partition or full-disk imaging.<br />
This presentation will provide an overview <strong>of</strong> how we use PXE booting, local Ghosting, patching scripts, configuration files located on<br />
network resources, SSH servers, Sysprep, and BITS to make our imaging model more flexible and efficient.<br />

distribution; Move-in (Sweeps) process; and changes due to budget constraints. For Fall 2008, Indiana <strong>University</strong> is adding 90% more<br />
wireless access coverage in the residence halls. During the presentation, I will review the RITS organization, our processes, and the<br />
major changes we have made in the last two years. <strong>The</strong>n I will discuss the 2008 Fall Move-in planning process and the impact <strong>of</strong> 90%<br />
having additional wireless coverage in the residence halls. At the end, I will save time for discussions about other universities <strong>ResNet</strong><br />

Description: As the Human Resource Coordinator for <strong>Student</strong> Technology Consulting at Indiana <strong>University</strong> my objective is to recruit,<br />
hire, orient and pr<strong>of</strong>essionally develop our 150 consultants and student supervisors. Our consultant pool is a melting pot <strong>of</strong> various<br />
majors, backgrounds and skill levels which gives us an eclectic mix <strong>of</strong> customer service representatives with innovative ideas and<br />
concepts. Two common issues we must all face are how to retain and motivate our employees. To help facilitate these challenging<br />
tasks we provide instant feedback through our full disclosure performance evaluation system and our implementation <strong>of</strong> “Wow”<br />
customer service through our adaptation <strong>of</strong> the “Fish Philosophy”. We do not hire to fire. We hire to develop. When turnover does<br />

Description: Managing student employees can be a difficult business. We have developed an online <strong>of</strong>fice management application<br />
that handles scheduling, shift trading, and hours logging (for multiple separate organizations), as well as temporary network<br />
registrations for our gaming console users and summer conference users. It includes meshed LDAP and stored-md5 password<br />
authentication, and daily and weekly per-position or overall schedule display. <strong>The</strong> current incarnation is running on LAMP in a VM,<br />
and we are developing a Ruby on Rails replacement on another VM on the same physical machine.<br />
<strong>The</strong> presentation will include a demonstration <strong>of</strong> the application, showing its student-facing, employee-facing, and administratorfacing<br />
pages. It will go through the most common processes <strong>of</strong> logging hour, trading shifts, and administering users and schedules. It<br />
will also include an overview <strong>of</strong> the most common problems we have run into with the old application. <strong>The</strong> presentation will<br />
conclude with a showing <strong>of</strong> the newest version <strong>of</strong> the application and how we expect it to address the problems we have<br />
encountered so far.<br />

Senti-Merriman Scholarship<br />
Greetings<br />
<strong>The</strong> Senti-Merriman Scholarship was created in 2001 to honor Sandy Senti and Jeff Merriman, the organization’s founding members.<br />
Sandy and Jeff were the driving force behind the creation <strong>of</strong> the <strong>ResNet</strong> Symposium, and its early success was the result <strong>of</strong> their<br />
commitment to residential technology and their shared respect for the contributions <strong>of</strong> those who make <strong>ResNet</strong> programs possible:<br />
students living in residence and <strong>ResNet</strong> student staff. <strong>The</strong> <strong>ResNet</strong> Steering Committee is pleased that the <strong>ResNet</strong> Symposium<br />
experience can be extended to student staff participants through this scholarship. This opportunity provides all member<br />
organizations with a means to honor their student staff and demonstrates how important it is to have student participation in our<br />
<strong>ResNet</strong> programs.<br />

Justin has been working for Stony Brook <strong>University</strong> and Client Support since the beginning<br />
<strong>of</strong> his junior year in fall <strong>of</strong> 2007. Justin will be going into his senior year at Stony Brook<br />
<strong>University</strong> and pursuing a major in computer science. Justin works in the drop in center<br />
repairing student computer and is responsible for making room visits after hours to work<br />
on student computers out in the dorms. Always willing to take on new projects, Justin has<br />
taken the initiative to help develop a Windows XP multi-boot reinstall DVD which contains<br />
Windows XP Pro, Home & Media Center, drivers, current updates, antivirus and other<br />
utilities.<br />
Besides work and school Justin enjoys playing music with friends, whether it is drumming<br />
or playing guitar. Also, Justin spends most <strong>of</strong> his summer out on his boat fishing or just<br />
relaxing with family and friends on the Long Island Sound. He also likes to find new things<br />
to do with old and new technology. For example, taking an old laptop and turning it into a<br />

UNB History<br />
As the American Revolutionary War drew to a close, thousands <strong>of</strong> Loyalists gathered in <strong>New</strong> York City to await transportation to<br />
homes in other British Colonies. Among these Loyalists were Charles Inglis, a former interim President <strong>of</strong> King's College, <strong>New</strong> York<br />
(Columbia <strong>University</strong>); Benjamin Moore, later President <strong>of</strong> Columbia; and Jonathan Odell, minister, poet and pamphleteer. <strong>The</strong>se<br />
men were the visionaries <strong>of</strong> their day. In the midst <strong>of</strong> war, privation and exile, they drew up a plan for the future education <strong>of</strong> their<br />
sons in the Nova Scotia wilderness. Recognizing that the new American nation would provide instruction only in revolutionary<br />
"Principles contrary to the British Constitution" and that the cost <strong>of</strong> an overseas education would be prohibitive, they urged the<br />
representatives <strong>of</strong> the British government to consider the "founding <strong>of</strong> a College . . . where Youth may receive a virtuous Education"<br />
in such things as "Religion, Literature, Loyalty, & good Morals .<br />
Initially, these gentlemen intended that the area <strong>of</strong> Nova Scotia have only one college. However, in 1784 when the Province <strong>of</strong> <strong>New</strong><br />
<strong>Brunswick</strong> was created from a part <strong>of</strong> Nova Scotia, <strong>New</strong> <strong>Brunswick</strong>ers began a clamour for their own school which led to the<br />
foundation <strong>of</strong> two <strong>of</strong> Canada's oldest institutions <strong>of</strong> higher learning - King's College, Windsor, Nova Scotia (now affiliated with<br />
Dalhousie <strong>University</strong>) and the academy which became the <strong>University</strong> <strong>of</strong> <strong>New</strong> <strong>Brunswick</strong>.<br />
UNB began with a petition presented to Governor Thomas Carleton on 13 December 1785. Headed by William Paine, the seven<br />
memorialists asked Carleton to grant a charter <strong>of</strong> incorporation for an "academy or school <strong>of</strong> liberal arts and sciences," which they<br />
maintained would result in many "public advantages and . . . conveniences." In addition, the "principal Officers <strong>of</strong> disbanded Corps<br />
and other Inhabitants" in and around the provincial capital <strong>of</strong> Fredericton asked that the Governor reserve a substantial grant <strong>of</strong><br />
land in support <strong>of</strong> this academy.<br />
Despite the approval <strong>of</strong> Carleton, it was many months before the academy opened. During this period a draft charter was written,<br />
based on the 1754 Charter <strong>of</strong> King's College, <strong>New</strong> York, urging that the college never "exclude or restrain any Person . . . <strong>of</strong> any<br />
religious Denomination, Sect, or Pr<strong>of</strong>ession . . . from equal . . . Liberties, Privileges, [or] Degrees" - a very liberal notion in the<br />
eighteenth century. Unfortunately, times were changing in <strong>New</strong> <strong>Brunswick</strong> and such sentiments seemed to recall the recent<br />
American Revolution. <strong>The</strong>refore, while the academy had commenced operation by the 1790s, it functioned less as a college and<br />
more as a symbol <strong>of</strong> Carleton's governmental policy for the promotion <strong>of</strong> the twin tenets <strong>of</strong> the Anglican religion and the British<br />
Constitution. As the provincial leaders <strong>of</strong> the opposition dismissed the academy as nothing but a "country school," Carleton realized<br />
he must more actively and effectively <strong>of</strong>fer it support. On 12 February 1800, over the signature <strong>of</strong> Provincial Secretary Jonathan<br />
Odell, the College <strong>of</strong> <strong>New</strong> <strong>Brunswick</strong> received a Provincial Charter, the first college in Canada to be so honoured. It was intended that<br />
the academy would serve as the College's preparatory school and that the two would be governed by a common College Council<br />
drawn almost entirely from the ranks <strong>of</strong> a governmental hierarchy. As for the pr<strong>of</strong>essors, they were all to be Anglicans.<br />
For a number <strong>of</strong> years, the history <strong>of</strong> the future <strong>University</strong> continued to lie with the academy. A series <strong>of</strong> masters came and went<br />
until 1811 when the Reverend James Somerville, an ex-patriate Scotsman, took the position <strong>of</strong> Principal Preceptor. <strong>The</strong>re can be no<br />
question that Somerville, a graduate <strong>of</strong> the <strong>University</strong> <strong>of</strong> Aberdeen, was a superb teacher who provided the Council and <strong>New</strong><br />
<strong>Brunswick</strong> with their first chance to have a real College. In 1820, Somerville was formally named President <strong>of</strong> the College <strong>of</strong> <strong>New</strong><br />
<strong>Brunswick</strong> and, in April 1822, he held the very first college classes in Fredericton. This development helped spur efforts to set the<br />
institution on a firmer footing. A new Charter for "<strong>Brunswick</strong> College" was proposed in 1823, asking for permanent and substantial<br />
funding directly from the King. Lieutenant Governor Sir Howard Douglas quickly threw his influence behind the scheme. Douglas<br />
viewed the welfare <strong>of</strong> the College to be <strong>of</strong> prime importance to the success <strong>of</strong> <strong>New</strong> <strong>Brunswick</strong>. To this end, he pressed for a Royal<br />
Charter and urged the erection <strong>of</strong> a fine stone building to house the institution.<br />
Three designs for the building were submitted in 1825 to the Council, which selected that drawn by J.E. Woolford. <strong>The</strong>re was, <strong>of</strong><br />
course, a good deal more involved in the transformation <strong>of</strong> the neglected College <strong>of</strong> <strong>New</strong> <strong>Brunswick</strong> into King's College, Fredericton.<br />
Douglas spent the next four years keeping a wary eye on the growth <strong>of</strong> his "child." In 1826, having chosen the site for the building<br />
himself, Douglas laid the cornerstone. In December 1827, largely through Douglas' efforts in Great Britain, King's College,<br />
Fredericton, received a Royal Charter nearly identical to that granted to King's College, Toronto. Before allowing the new Charter to<br />
take effect, the College <strong>of</strong> <strong>New</strong> <strong>Brunswick</strong> performed one final, <strong>of</strong>ficial act, on 21 February 1828, by awarding degrees to its first and<br />
last three graduates.<br />
On 1 January 1829, King's College and the structure (now known as Sir Howard Douglas Hall, formerly referred to as the Old Arts<br />
Building) erected to house it were <strong>of</strong>ficially opened. In one way, King's was a failure. In its thirty-year tenure it graduated fewer than<br />
<strong>ResNet</strong> 2008 @ <strong>University</strong> <strong>of</strong> <strong>New</strong> <strong>Brunswick</strong>

125 students, in large measure because its classical curriculum was not well-suited to the needs <strong>of</strong> <strong>New</strong> <strong>Brunswick</strong>ers. Yet, it was at<br />
King's that many <strong>of</strong> the courses <strong>of</strong>fered in later years by the <strong>University</strong> <strong>of</strong> <strong>New</strong> <strong>Brunswick</strong> had their start. In 1834, for example, three<br />
<strong>of</strong> the pr<strong>of</strong>essors proposed admitting "young men <strong>of</strong> good abilities and diligence" to a special, one- year course entitling each to a<br />
teacher's certificate. Even after the creation <strong>of</strong> the Provincial Normal School this kind <strong>of</strong> university training continued sporadically<br />
and in various forms until the Faculty <strong>of</strong> Education emerged in the twentieth century.<br />
It was also in the 1830s that King's introduced "public lectures," more familiar to today's students as "extension courses." <strong>The</strong>se<br />
early lectures dealt with subjects such as geology, chemistry, physics and astronomy. Much to the disgust <strong>of</strong> one pr<strong>of</strong>essor, James<br />
Robb, some <strong>of</strong> his lectures at the College were open to the general public, including the young ladies <strong>of</strong> Fredericton. Some years<br />
later, Mr. McMahon Cregan, an engineer from England who was brought to <strong>New</strong> <strong>Brunswick</strong> to conduct a survey for the European<br />
and North American Railway, <strong>of</strong>fered "instruction <strong>of</strong> a really practical and useful character" in the field <strong>of</strong> engineering to students<br />
and non-students alike.<br />
King's spent several tumultuous periods in conflict with members <strong>of</strong> the <strong>New</strong> <strong>Brunswick</strong> Legislature. Ostensibly, they were arguing<br />
over the issues <strong>of</strong> curriculum and religion but the real issue was probably the cost <strong>of</strong> higher education. Fortunately, King's did have<br />
defenders, in particular, the elegant debater William Needham who, in the face <strong>of</strong> threats to burn down the College or to turn it into<br />
an agricultural school, made an impassioned speech that saved the institution from such ignominious fates. Through the efforts <strong>of</strong><br />
Needham, Lieutenant Governor Sir Edmund Head and a few others, the Legislature was persuaded to reform rather than destroy the<br />
College. On 13 April 1859, the act creating the secular, provincial <strong>University</strong> <strong>of</strong> <strong>New</strong> <strong>Brunswick</strong> was passed.<br />
At first, the UNB Charter seemed to promise more than the <strong>University</strong> could deliver but, slowly, under the guidance and tutelage <strong>of</strong><br />
several innovative pr<strong>of</strong>essors, both the <strong>University</strong>'s attitude and curriculum blossomed. In 1880, UNB began <strong>of</strong>fering a certificate to<br />
those women who performed well in entrance (matriculation) examinations, though ladies were not permitted to enrol at the<br />
<strong>University</strong>. In 1885 a brilliant young girl named Mary Kingsley Tibbits met head-on the <strong>University</strong>'s stricture against women and, in<br />
1886, became UNB's first, regularly admitted, female student. <strong>The</strong> racial barrier had been broken earlier with the completely noncontroversial<br />
entry <strong>of</strong> Arthur St. George Richardson, a black who came to UNB via Bermuda and Saint John. Gradually, the <strong>University</strong><br />
expanded its educational horizons. In 1887 the four-year program was introduced and in 1891 a Bachelor <strong>of</strong> Science degree was<br />
added to complement the traditional BA. Just after the turn <strong>of</strong> the century, when Cecil Charles Jones took over as Chancellor <strong>of</strong> the<br />
institution, whose title subsequently was changed to that <strong>of</strong> President, the foundations were laid for three major faculties: Law,<br />
Engineering and Forestry.<br />
<strong>The</strong> post-World War I era brought the first great expansion <strong>of</strong> the physical facilities <strong>of</strong> the campus. In 1920, UNB consisted <strong>of</strong> the Sir<br />
Howard Douglas Hall (Old Arts Building), the Science Building, the small Observatory, a small gymnasium and the Dominion<br />
Entomological Laboratory. By 1931, Memorial Hall, a modern Library and a Forestry and Geology Building had been added. <strong>The</strong> first<br />
university residence was a gift from Lord Beaverbrook who, growing up in <strong>New</strong> <strong>Brunswick</strong> as William Maxwell Aitken, studied law,<br />
and over the succeeding years developed an increasing interest in the welfare <strong>of</strong> the university. Other buildings brought into being<br />
through his efforts and those <strong>of</strong> his family were the Lady Beaverbrook Gymnasium, Aitken House, Ludlow Hall, for the Faculty <strong>of</strong><br />
Law, and the Aitken Centre. In 1947, his Lordship became the <strong>University</strong>'s Chancellor, to be succeeded by his son, Sir Max Aitken, in<br />
1966 and in turn by Lady Violet Aitken, the wife <strong>of</strong> Sir Max, who served until 1993.<br />
After World War II, returning veterans pushed registration to over 770 in 1946, almost double the number enrolled in 1941. With<br />
this increased student population came a commensurate increase in faculty and course <strong>of</strong>ferings, and a surge <strong>of</strong> building activity<br />
from 1953 to 1977 that transformed the campus. <strong>The</strong> year 1964 brought three important developments: Teachers' College (the old<br />
Provincial Normal School) was relocated on the campus, to become incorporated into an enlarged Faculty <strong>of</strong> Education in 1973; St.<br />
Thomas <strong>University</strong> also relocated on campus, moving from Chatham and affiliating with UNB; and a second UNB campus was<br />
established in Saint John.<br />
UNB reached the end <strong>of</strong> its second century as a major provincial and national institution, <strong>of</strong>fering a wide range <strong>of</strong> graduate and<br />
undergraduate programs in administration, arts, computer science, education, engineering, forestry, law, nursing, physical education<br />
and science: the <strong>University</strong> enters its third century proudly treasuring its past and eagerly facing the challenges <strong>of</strong> the future.<br />
