INTRODUCTION<br />
Housing is <strong>on</strong>e of the basic needs to every human being other than<br />
food and clothing. Housing does not <strong>on</strong>ly referred to a shelter but<br />
also <strong>on</strong> the interest and ownership. Housing is very important to<br />
every<strong>on</strong>e whether individually or sharing (Risaudin Mohamed,<br />
2000). We need house to stay in order to protect ourselves from<br />
dangerous elements as well as for safety, privacy and pers<strong>on</strong>al<br />
comfort (Norazmawati Md. Sani el. at, 2006). Many states thought,<br />
when the ec<strong>on</strong>omy is getting better or recovering, the populati<strong>on</strong>s<br />
can easily buy a house without depending <strong>on</strong> the government aids.<br />
However, because of the increasing of living expenditures and<br />
costs affected the populati<strong>on</strong> affordability to buy and own a house<br />
<strong>on</strong> their own. It hardly to buy a house below RM100,000 per unit<br />
in the current market especially in Johor Bahru. Houses which are<br />
below RM100,000 per unit are built for the lower income groups.<br />
These types of houses are built for eligible groups <strong>on</strong>ly, with the<br />
household income less than RM1,500 per m<strong>on</strong>th. Based <strong>on</strong> the<br />
