SOLVING HOUSING PROBLEMS FOR<br />

LOW AND MEDIUM INCOME GROUPS<br />

INTRODUCTION<br />

Co-operative movement is a social ec<strong>on</strong>omic organizati<strong>on</strong><br />

registered under the provisi<strong>on</strong> of Co-operative Act, 1993 (Act<br />

502). The membership, capital and administrati<strong>on</strong>s are based <strong>on</strong><br />

cooperati<strong>on</strong>. The members raised their own capital and formed the<br />

board of directors to manage and administrate the organizati<strong>on</strong>.<br />

The main activity of the co-operative is trading with the aim to<br />

raise the social-ec<strong>on</strong>omic of the members and give short term loan<br />

to finance small business.<br />

In Malaysia co-operative movement was formed 85 years ago.<br />

Until now the role of the co-operative movement involved had<br />

extent to other ec<strong>on</strong>omic sectors such as <strong>housing</strong>, transportati<strong>on</strong>,<br />

land development, agriculture, printing and banking services. Cooperative<br />

also opened the employment opportunities and aid for<br />

financing sources for investment. This is because co-operative<br />

movement is the third sector that can transform the growth of<br />

nati<strong>on</strong>al ec<strong>on</strong>omy after the pubic and private sectors. Thus the<br />

government formulated the Nati<strong>on</strong>al Co-operative Policy in 2004<br />

as the guidance for the co-operative movement to be more focused<br />

in the ec<strong>on</strong>omic development. Hence the government formed the<br />

Commissi<strong>on</strong>er of Co-operative Malaysia in order to strengthen the<br />

movement in the ec<strong>on</strong>omic development. As Ungku Aziz (1980)
