European Noise Conference is Held in
Copenhagen. On behalf of the European
Commission's Directorate General for
the Environment, DG XI, the Danish Environmental
Protection Agency organized
the Invitational Conference on the
EU's Future Noise Policy on 1998 September
07-08 in Copenhagen. More than
200 e xperts from different European
countries attended the meeting.
Part of the Conference was allocated
to Plenary Sessions and a large part of the
Conference was allocated to parallel sessions
with 5 Working Groups. During the
Plenary Sessions the following Keynote
Lectu-es were given:
• Ambient Noise as one of the Main
Environmental Challenges and
Danish Abatement Efforts, by Mr.
Svend Auken, Minister of the Environment
and Energy, Denmark
• The EU's New Noise Policy and its
Relevance to our Urban Environment,
by Ms. Ritt Bjerregaard, EU
Commissioner for the Environment
• Traffic Noise Reduction in European
Cities - A Copenhagen Perspective,
by Mr. Jens Kramer
Mikkelsen, The Lord Mayor of Copenhagen
• Towards Operational Information
to Support Noise Policy in EU, by
Mr. Domingo Jimenez-Beltran, Executive
Director of the European Environmental
Agency
• The Citizens' and Cities' Point of
View on Noise Abatementand Prior
Hies, by Mr. Christian Popp,
Vice-President of German DAL
• Organizationof Future Noise Policy
_.- The Concept of Steering Committee
and Working Groups, by Dr.
Tjeert ten Wolde, DG XIJD/3
• The Way Ahead, by Dr. Tjeert ten
'Nolde, DG XIJD/3
• The Fifth Framework Programme,
by Per Kruppa, DG XII
• 'Commission Draft Document, by
Mr. Prudencio Perera, Head of Unit,
DG XI/D/3
A large part of the Conference was allocated
to 5 parallel session related to 5
Working Groups which have been created
by the Commission in order to develop
the new EU noise policy:
I. Indicators
2. Dose/Effect
3. Computation and Measurement
4. Noise Maps
5. Abatement.
A full work programme has been developed
by each WG to show deliverables,
time schedule, interim reports and
checks. The Chairman of each WG has
been directed to seek unanimity in the deliberations.
The work of each WG will be
concluded with the publication of a position
paper.
The conference was animated with
fruitful discussions and provided the participants
personally with an excellent opportunity
to influence future noise policy
in Europe.
ISMA23 Conference is held in Leuven.
The ISMA23 Conference on Noise and
Vibration Engineering was held on the
city campus of the Catholic University of
Leuven from September 16 to 18, 1998.
The ISMA23 conference was sponsored
and organized by the Division PMA (Production
Engineering, Machine design
and Automation) of the K.U.Leuven, and
supported by COST action F3 on Structural
dynamics. COST is the European
co-operation in the field of scientific and
technical research. The 25 participating
member states and the EC fund the European
co-ordination of national research
efforts.
The ISMA23 conference provides a
forum for engineers, researchers and
other professionals active in the field of
modelling, analyzing, testing and improving
the noise and vibration characteristics
of mechanical systems
(especially automotive and aerospace
systems) and civil structures. The conference
focuses on topics where the interaction
between noise and vibration
behavior is crucial such as vibro-acoustic
analysis and testing, noise and vibration
harshness (NVH) and noise and vibration
control. Modal testing remains one of the
backbones of the conference; recent
(modal) application fields such as structural
integrity assessment and modal updating
are stressed.
Prior to the conference a course and a
seminar were organized on 14-15 September
in the Department of Mechanical
Engineering of the K.U.Leuven. The intensive
course on Modal Analysis: Theory
and Practice was attended by 40
participants. 50 participants attended the
seminar on Advanced Techniques in Applied
and Numerical Acoustics. Printed
proceedings of ISMA23, consisting of
three volumes and 1600 pages are available.
In addition, a CD-ROM version of
the proceedings will be available. Moreover,
proceedings of ISMA conferences
from 1988 until 1996 have been compiled
on the ISMA library CD-ROM.
WOlfel Supports Environmental Pollution
Modeling. Wolfel MeBsysteme
Software GmbH & Co. (Wurzburg, Germany)
has announced an order from
"Institut Bruxellois de Gestion de
l'Environnement - Brussels Milieu
Institut (IEGE-BIM)" for an urban air
pollution simulation program. This program
is to become part of a larger software
system that manages the totality of
environmental emission and immission
data in Belgium's capital and the surrounding
communities.
Wolfel has a long-time experience in
air-dispersion modeling and noise prediction
software. Together with its distributors,
Wolfel actively develops,
supports, sells and implements environmental
models worldwide.
