President's Column The Heart of INCE - and Conferences Volunteers The approaching year end and my preparation for INTER-NOISE 98 has prompted me to think about two key elements of INCEIUSA. The first is the large number of volunteers that keep every aspect of our organization functioning well. The second is the incredible benefit that participants in INCEIUSA-sponsored conferences receive. I decided to devote this year-end editorial to these subjects because they are so central to the character and health of INCEIUSA. Every aspect of our operations depends on volunteers. The Board of Directors, the Managing Director, the officers, the editors of NCE] and NNI, conference organizers, all positions within INCEIUSA - all are unpaid volunteers. Only office support for the Managing Director and the NCE] Editor are expenses to us. The most obvious benefit to the membership is financial because the work of our organization is primarily done by volunteers, and dues can be devoted to direct expenses such as production of our journals, NCE] and NNI. However, I believe the greatest benefit that we receives from our volunteers is not financial. It is the quality of their work. Volunteers bring to INCEIUSA tasks the same commitment to excellence that is the hallmark of their professional work. Each volunteer is working to assure the quality of the profession and this professional organization. They are professionals working for their profession and its future. The recent Board of Directors meeting is a good example of our volunteers at work. The Board met in Norfolk, Virginia, during and after the fall meeting of the Acoustical Society of America. Seventeen members participated in the meeting and addressed the current agenda of board issues - items such as new members, technical groups, and plans for conferences. Just before the Board meeting, two committees were working to support Board activities. One was addressing on-going planning for the future of the Office of Managing Director, and the second developed new questions for the INCE professional exam. This is the kind of volunteer work that keeps our organization functioning and vital. INCElUSA sponsorsINTER-NOISE meetings in North America. When INTER-NOISE is on another continent, INCEIUSA sponsors the NOISE-CON series. While proceedings of these conferences provide invaluable access to current work in noise control, personal participation in the conferences provides much more. When you go, you can hear the talks - notjust read the papers. And, you can ask questions of the authors and participate in the discussions. You can also talk with professional colleagues from every part of the world about issues that interest you. Lunch meetings of the INCE Technical Committees are an opportunity to meet with technical colleagues. NOISE-CON 98 in Ypsilanti provided all of these opportunities. Do you attend the conferences If you do not, make a resolution to attend INTER-NOISE 99 in Fort Lauderdale next December. If you do attend regularly, see if you can find one or more colleagues who have not participated and get them to go with you. You, they, and all oflNCE will reap the benefits of another well-attended and information-filled conference. And you will be volunteering for INCE! -Andrew S.
