P. O’Hare Master Plann<strong>in</strong>g Cont<strong>in</strong>ued — 1998 Chronology.<br />

1. January 16, 1998. Landrum & Brown publishes executive summary <strong>of</strong> new 2020<br />

<strong>for</strong>ecast— conta<strong>in</strong>s dramatically lower numbers than January 1993 Master Plan 20<br />

year <strong>for</strong>ecast and January 1995 2020 <strong>for</strong>ecast; no mention made <strong>of</strong> earlier <strong>for</strong>ecasts.<br />

On January 16, 1998, Landrum & Brown produced an Executive Summary <strong>of</strong> a new<br />

aviation activity <strong>for</strong>ecast which had dramatically different numbers from its prior long range<br />

<strong>for</strong>ecasts. The hidden January 1995 unconstra<strong>in</strong>ed <strong>for</strong>ecast said 69 million enplanements and 1.4<br />

million operations <strong>in</strong> 2020. This January 1998 <strong>for</strong>ecast — also by Landrum & Brown — had 49<br />

million enplanements and 1,038,000 operations.<br />

The existence <strong>of</strong> the 1995 unconstra<strong>in</strong>ed <strong>for</strong>ecast was never revealed to the public. Nor<br />

was there ever an explanation <strong>for</strong> the huge difference <strong>in</strong> the two <strong>for</strong>ecasts. Indeed, as shown<br />

below, even the newer 1998 <strong>for</strong>ecast <strong>for</strong> 2020 was hidden from public view because it showed a<br />

level <strong>of</strong> traffic that exceeded Landrum & Brown’s statement <strong>of</strong> the capacity <strong>of</strong> O’Hare without<br />

new runways. 293 As Chicago did <strong>in</strong> 1993 when it deliberately shortened the <strong>for</strong>ecast period from<br />

2015 to 2005 to avoid disclos<strong>in</strong>g the capacity shortfall, Chicago <strong>in</strong> 1998 shortened the 2020<br />

<strong>for</strong>ecast to the year 2012 294 so as to avoid public exam<strong>in</strong>ation <strong>of</strong> the consequences <strong>of</strong> that<br />

shortfall.<br />

This manipulation <strong>of</strong> the <strong>for</strong>ecast time periods — here from the private January 1998<br />

<strong>for</strong>ecast <strong>for</strong> 2020 to the public June 1998 <strong>for</strong>ecast <strong>for</strong> 2012 — has enormous significance. Even<br />

if this Court accepts the huge unexpla<strong>in</strong>ed change between the hidden 1995 <strong>for</strong>ecast <strong>for</strong> 2020 and<br />

accepts the later 1998 <strong>for</strong>ecast <strong>for</strong> 2020, the 1998 <strong>for</strong>ecast <strong>for</strong> 2020 encompasses the period from<br />

2012-2020 and shows that Chicago will have to build new runways to meet that demand. 295<br />
