Yesterday, at their request, I met with Franke, Loney, and<br />

Freidheim, here at EXO [United Executive Headquarters] to<br />

discuss a potpourri <strong>of</strong> O’Hare Plann<strong>in</strong>g Issues. Attached is a list <strong>of</strong><br />

projects, developed by Kitty’s staff enumerat<strong>in</strong>g projects that<br />

might be <strong>in</strong>cluded <strong>in</strong> an ODP-II.<br />

We agreed that a Master Plan was necessary but Franke and<br />

Freidheim are very concerned that a <strong>for</strong>mal FAA sponsored Plan<br />

would require significant public participation, (specifically<br />

SOC). 81<br />

To shorten the plann<strong>in</strong>g process I thought the airl<strong>in</strong>es might agree<br />

to fund the Master Plan without FAA money to limit outside<br />

participation prior to prepar<strong>in</strong>g the E.I.S.<br />

Assum<strong>in</strong>g the airl<strong>in</strong>es, particularly UA and AA, and the City are<br />

anxious to expedite the Master Plann<strong>in</strong>g process, the issue <strong>of</strong> how<br />

it might be accomplished was discussed. 82<br />

Hav<strong>in</strong>g publicly promised DuPage County that public participation and participation by<br />

the impacted communities would be an <strong>in</strong>tegral part <strong>of</strong> the Master Plan process, Franke and his<br />

fellow DOA senior <strong>of</strong>ficials were engaged <strong>in</strong> private discussions with the airl<strong>in</strong>es as to how to<br />

cut the public out <strong>of</strong> the process to “limit outside participation.”<br />

Franke laid out this plan to mayoral advisor Kruesi <strong>in</strong> an August 10, 1990, memo:<br />

A variant “master plan” program is contemplated. There will be<br />

no traditional federally-funded and-regulated, lengthy “master<br />

plan” process lead<strong>in</strong>g up to development <strong>of</strong> an Airport Layout Plan<br />

(ALP) and EIS. The City will simply file a proposed ALP and<br />

start the EIS process…. this is desirable because it will save time<br />

and m<strong>in</strong>imize public exposure.<br />

Some master plan elements are less likely to become part <strong>of</strong> the<br />

public discussion process (e.g., collateral land development<br />

programs). This is a dist<strong>in</strong>ct advantage.<br />
