The last master plan <strong>for</strong> O’Hare was completed <strong>in</strong> 1983. It<br />

<strong>in</strong>cluded the elements <strong>of</strong> ODP-I; as noted above, additional<br />

runways (as well as some other matters) were omitted from the<br />

f<strong>in</strong>al plan <strong>for</strong> political reasons. 53<br />

In consider<strong>in</strong>g EOE [Elg<strong>in</strong>-O’Hare Expressway] it is crucial to<br />

realize that O’Hare must undertake a “master plann<strong>in</strong>g” process<br />

beg<strong>in</strong>n<strong>in</strong>g <strong>in</strong> 1990. Southwest [new] runways will be considered<br />

<strong>in</strong> this process.…<br />

A new master plann<strong>in</strong>g ef<strong>for</strong>t should have begun by 1988. For<br />

political reasons, the City was not will<strong>in</strong>g to do so.”<br />

In the recent plann<strong>in</strong>g vacuum, several discrete studies have begun.<br />

Together they constitute most <strong>of</strong> a master plan. [describes the<br />

Capacity Enhancement Plan (a/k/a Delay Task Force), the Part 150<br />

Study 54 and a “Term<strong>in</strong>al Support Group”] 55<br />

The work <strong>of</strong> these groups should <strong>for</strong>m the basis <strong>of</strong> a <strong>for</strong>mal master<br />

plan developed dur<strong>in</strong>g 1990-92. The possible elements <strong>of</strong> that<br />

master plan are already referred to by those <strong>in</strong>volved as “ODP-<br />

II”. 56 ***<br />

The goal <strong>of</strong> the next master plan must be to set limits on O’Hare<br />

development <strong>in</strong> reasonable concert with NIAS [“Noise Impacted<br />

Adjacent Suburbs”] and more distant suburban <strong>in</strong>terests. 57<br />

… O’Hare will soon undergo a master plann<strong>in</strong>g process cover<strong>in</strong>g<br />

all elements <strong>of</strong> ODP-II. 58<br />

2. Franke’s description <strong>of</strong> the elements <strong>of</strong> ODP-II.<br />

The major known elements <strong>of</strong> ODP II will <strong>in</strong>clude the follow<strong>in</strong>g:<br />

a. EOE [Elg<strong>in</strong>-O’Hare Expressway], <strong>in</strong>clud<strong>in</strong>g the toll road bypass,<br />

and potential western access to the airport…[ 59 ]<br />

b. Feasibility <strong>of</strong> additional parallel 14/32 and 9/27 runways <strong>in</strong> the<br />
