3. Commissioner Franke’s Response to Chairperson Wall.<br />

Commissioner Franke responded to Chairperson Wall on January 9, 1990, promis<strong>in</strong>g full<br />

public participation <strong>in</strong> the upcom<strong>in</strong>g “master plan update.” First, Franke described the need <strong>for</strong><br />

an update master plan <strong>for</strong> O’Hare and the elements <strong>of</strong> that master plan.<br />

a. A Master Plan Update is necessary<br />

I am writ<strong>in</strong>g <strong>in</strong> response to DuPage County’s recent concerns<br />

regard<strong>in</strong>g a proposed O’Hare master plan update (NIPC review<br />

docket 89-198)…this letter details the need <strong>for</strong> an O’Hare master<br />

plan update and outl<strong>in</strong>es the process.<br />

This growth occurred as the airport was poised to beg<strong>in</strong> the $2.0<br />

billion dollar O’Hare Development Program which would<br />

implement the recommendations <strong>of</strong> the master plan.<br />

Airport master plans <strong>in</strong>clude short-term (5-year), <strong>in</strong>termediateterm<br />

(10-year) and long-term (20-year) activity <strong>for</strong>ecasts.<br />

An updated master plan is required to assess the needs <strong>for</strong><br />

facilities through the year 2010 [twenty years] and to provide<br />

guidel<strong>in</strong>es <strong>for</strong> the orderly development <strong>of</strong> those facilities.<br />

b. The elements <strong>of</strong> a Master Plan<br />

A master plan <strong>in</strong>cludes seven major elements.<br />

1) Inventory <strong>of</strong> Exist<strong>in</strong>g Conditions and Issues.<br />

2) Aviation Demand Forecasts (5, 10, 20 years).<br />

3) Requirements Analysis and Concepts.<br />

4) Alternatives Analysis.<br />
