Sn:,-1 am J irected to acknowledge the receipt of your letter of
the 11th ultimo, enclosing copy of tlw new regulations issued hy the
Acting Harbour :Jiaster for the guidance of Officer:' in his Department
in dealing \\·ith yessels arriving in the Harbour and carrying small
quantities of Jangerons goods.
2. In reply I am instructed to ~tate that the Uommittce of this Chamber
regret the GoYernment's inaLility to carry uut more fully their suggestion
for the greater relaxation of the law in this matter so as to allow
'esse!;; to proceed direct to their berths in case,; where the quantity
of ammunition carried is small, ami I am to point out that nnles~ the
Harbour Official hoard::; a vess!'l immediately on arriYal, and before
anchoring, the efficiency of the new· n·gulatious will Le much impaired,
unless the Master of a Yessel carrying dangerous goods in quantities
not excf:'eding those laid down in regulation No. 1 is free to carry
ou to the ordinary anchorage without fear of a fine being imposed.
3. The Committee have oYery wi,;h that the Government should
know of all ammunition arriving in the ( 'olony ~o as to control the
movements of such gooJs, but they are unable to understand why the
information collectetl by the Boarding Officer:-! from the Master o£ a
