ARTICLE III<br />
DISTRICTS AND SPECIFIC REQUIREMENTS<br />
PERTAINING TO EACH DISTRICT<br />
“ARO-M” -<br />
ADAPTIVE REUSE OVERLAY - MEMORIAL DISTRICT<br />
SECTION 1 – PURPOSE<br />
The “ARO-M” District is designed to allow for the productive reuse <strong>of</strong> a property in the<br />
<strong>City</strong>’s residential areas where neighborhoods are transitioning from single family homes<br />
to investment properties and other types <strong>of</strong> uses. The District designation will assist in<br />
maintaining the residential character <strong>of</strong> the area and preventing excessive<br />
commercialization <strong>of</strong> the area. An additional purpose is to prevent the loss <strong>of</strong> distinctive<br />
structures in these neighborhoods which may otherwise be demolished and replaced<br />
with modern buildings.<br />
The “ARO-M” District uses are listed in the Schedule <strong>of</strong> Permitted Uses. “ARO-M”<br />
District activities should preserve the residential character <strong>of</strong> the neighborhood.<br />
Building uses in the “ARO-M” District should not be discernable from the exterior <strong>of</strong> the<br />
building with the exception <strong>of</strong> approved signs.<br />
No land shall be used and no building or structure shall be erected for or converted to<br />
any use other than those listed in the Schedule <strong>of</strong> Permitted Uses for this district. Any<br />
existing parking or lack <strong>of</strong> same for any conforming structure in the “ARO-M” District<br />
shall be considered a conforming parking arrangement.<br />
A. “ARO-M” District businesses shall limit hours <strong>of</strong> operation to six (6) in the<br />
morning until seven (7) in the evening. No outdoor storage or display <strong>of</strong> any type<br />
shall be permitted. Sale <strong>of</strong> vehicles, boats or other large products requiring<br />
outdoor display <strong>of</strong> merchandise are prohibited.<br />
B. Additions to the originally approved site plan which involve a 20% or greater<br />
enlargement <strong>of</strong> approved building footprint or proposed demolition <strong>of</strong> a structure<br />
or portion there<strong>of</strong> shall require review <strong>of</strong> the Planning and <strong>Zoning</strong> Commission<br />
and approval <strong>of</strong> <strong>City</strong> Council in order to operate a non-residential use under the<br />
“ARO-M” District requirements.<br />
C. Removal <strong>of</strong> any tree over 12” in diameter within the “ARO-M” District requires the<br />
review and approval <strong>of</strong> the <strong>City</strong> Tree Board.<br />
SECTION 2 – DENSITY REGULATIONS<br />
A. Lot Size<br />
The minimum lot size within the district shall be 7,000 square feet, with each lot<br />
having no less than thirty-five feet (35’) <strong>of</strong> linear frontage along a public street.<br />
