Holiday Message from the Chairman and<br />

The Executive Director<br />

Dear Colleague:<br />

Thanks to you, 2006 was a year of remarkable accomplishments by The <strong>Port</strong> <strong>Authority</strong> of New York<br />

and New Jersey.<br />

It was a year in which we assumed responsibility for much of the rebuilding at Ground Zero,<br />

including the Freedom Tower, and began construction of the World Trade Center Transportation<br />

Hub, the foundations of the Memorial Museum, and other buildings at the site. Just this week,<br />

we witnessed the installation of the Freedom Tower’s first steel column.<br />

At John F. Kennedy International, Newark Liberty International and LaGuardia airports, we handled<br />

more passengers than any other airport system in the nation. We also made major<br />

strides on important infrastructure and capacity enhancements designed to accommodate<br />

this growth, including a “topping off” ceremony in October for the new<br />

Terminal 5 at JFK, awarding four contracts for the modernization of Terminal B at<br />

EWR, and launching a $15 million study on redeveloping the Central Terminal<br />

Building at LGA. At Teterboro Airport, we helped forge “A Pledge to the Community,”<br />

a series of initiatives to address aircraft noise, safety, and security.<br />

The <strong>PA</strong>TH rapid transit system introduced a major enhancement in customer<br />

service – <strong>PA</strong>THAlerts, an e-mail subscription service for notifying riders of train<br />

delays and service changes. Final design of the new railcar fleet and the first phase<br />

of the new signals project also were completed.<br />

On Monday we announced the recommendations<br />

of our public–private task force to greatly<br />

enhance security at our port and nationwide.<br />

Among them are mandatory cargo security<br />

standards, the appointment of a national official<br />

in charge of port security issues, and a port<br />

user fee to help offset escalating port security<br />

expenses.<br />

At the Howland Hook Marine Terminal, berth and channel deepening projects<br />

were completed, affording direct access to deeper-draft vessels. Also completed<br />

was the rail connection between the Staten Island Railroad mainline and the<br />

Chemical Coast Line in Elizabeth, linking Howland Hook with the national rail network<br />

and setting the stage for rail service to begin in the first quarter of 2007. At the<br />

Elizabeth Marine Terminal, we expanded ExpressRail capacity by 30 percent, and in<br />

Brooklyn, we invested $56 million for a new, modern Brooklyn Cruise Terminal in time<br />

for the 2006 season.<br />

At the Goethals Bridge, November 18 saw the last full closure of the eastbound<br />

roadway for the $63 million contract to rehabilitate the span’s deck and structural<br />

steel. At the George Washington Bridge, we completed the massive job of applying<br />

more than 36,000 gallons of paint to the New York and New Jersey towers. At the<br />

Lincoln Tunnel, we opened the facility’s new Traffic Management Center, and at the<br />

Holland Tunnel, we achieved full implementation of the facility’s Intelligent<br />

Transportation System.<br />

Our OECM initiative helped us find innovative ways to reduce administrative<br />

costs and operating expenses while enhancing customer service, resulting in $150<br />

million in annual savings. And our agencywide Customer Care Program of standards<br />

and training of our staff and our partners’ staffs have already produced a growing<br />

population of satisfied customers.<br />

We wish you a safe and joyous holiday season, and a new year of accomplishments<br />

as dramatic as the last.<br />

Through participation in New<br />

York Cares’ Winter Wishes<br />

Program, Real Estate and<br />

Development staff members were<br />

able to fulfill the holiday requests of<br />

more than 30 disadvantaged adults<br />

and children.<br />

“Our gifts helped nine families now<br />

residing at the Sammon Build Center,<br />

a transitional facility for homeless families<br />

in the Bronx, and provided 12<br />

children from these families with toys,<br />

warm clothing, and other presents to<br />

brighten their holiday season,” said<br />

Chief of Real Estate and Development<br />

Michael Francois.<br />

“Our gifts also answered requests<br />

made in letters sent to Santa by 12<br />

children involved in programs sponsored<br />

by SCAN New York, an organization<br />

that works with ‘high risk’<br />

children and families contending with<br />

poverty, parental substance abuse,<br />

homelessness or domestic violence,”<br />

he said. “This was our first year participating<br />

in the Winter Wishes Program.<br />

We hope to expand our involvement<br />

in the program next December.<br />

I especially appreciate the efforts of<br />

Barbara Berko, who initiated our<br />

involvement in this program, for<br />

reminding us of what this season is<br />

really about.”<br />

<strong>PA</strong>, Union Sign Agreement<br />

The <strong>Port</strong> <strong>Authority</strong> and <strong>PA</strong><br />

Maintenance Supervisors<br />

<strong>Association</strong> signed their first<br />

memorandum of agreement on<br />

December 6. The 216-member union,<br />

recognized for purposes of collective<br />

bargaining in 2002, is part of the<br />

International Union of Journeymen &<br />

Allied Trades, Local 111M.<br />

The MOA was signed after the<br />

parties reached an agreement on its<br />

terms and then drafted an initial<br />

contract for supervisors, who were<br />

previously not represented for<br />

collective negotiations.<br />

Alan Reiss – ‘Employee of the Year’<br />

Alan Reiss was honored<br />

yesterday as the <strong>Port</strong><br />

<strong>Authority</strong>’s 2006 Employee of the<br />

Year at a ceremony in the Board<br />

Room at <strong>PA</strong> headquarters. Mr. Reiss<br />

received a cash award of $1,000 and<br />

a certificate from Executive Director<br />

Kenneth J. Ringler Jr.<br />

“Anyone who has worked with Alan<br />

Reiss immediately understands why<br />

he was selected as Employee of the<br />

Year,” Mr. Ringler said. “No one is<br />

more dedicated, hard-working, goaloriented,<br />

or more of a team player.”<br />

“Throughout his career in World<br />

Trade and Aviation, Alan has consistently<br />

exhibited the qualities that make<br />

for an outstanding employee,” said<br />

Aviation Director Bill DeCota, who<br />

nominated Mr. Reiss for the award.<br />

“He is recognized among his peers as<br />

one of the most selfless and knowledgeable<br />

staff members in the<br />

agency.”<br />

Mr. Reiss, a resident of Oceanside,<br />

NY, joined the <strong>PA</strong> in 1984 and served<br />

in several positions in World Trade,<br />

including Assistant Director for Capital<br />

Programs and Director of World Trade<br />

before being named Deputy Director<br />

of Aviation in 2001.<br />
