- Dr. Young-Sun Chung
Human rights education aims to
promote understanding of universal rights
of human beings; create behavioral
patterns and techniques promoting
respect for and protection of human rights
and form an attitude respecting human
rights. Culture sensitive human rights
education makes a great contribution to
realizing human rights, basic freedom
and enhancing equality.
Systematic HRE is almost non-existent in
Korea. An emphasis must be put on early
HRE starting from children in order to
overcome a discriminative and repressive
social climate and to create a human
rights-friendly culture. There is a need to
develop school curriculums on HRE and
incorporate human rights issues into
regular education courses and curriculums
covering kindergartens to universities.
There is also a need to strengthen HRE by
means of development and dissemination
of various teaching/learning
methodologies and materials. An
inclusion of HRE in teachersfostering or
training courses to improve their
competences as well as create a human
rights-friendly educational environment
through realignment of school regulations
are also recommended.
As for the present condition and needs
of HRE for public servants, the following
suggestions should be considered: render
human rights education mandatory by
opening human rights curriculums or
courses at public servantseducation and
training centers; strengthen human rights
education in the process of fostering law
enforcement officers; and establish a
system to support human rights education
for public servants. And lastly for the HRE
for civil society, it is recommended to do
the following: HRE for vulnerable social
groups and minorities; support HRE
targeting companies; cooperative ties
with human rights NGOs and lifelong
education institutions for strengthening of
HRE; and HRE by means of the mass
media and Internet and to raise
journalistsawareness of human rights.
