Board <strong>of</strong> Registrars<br />
Registrars are responsible for the<br />
entire registration process, for<br />
maintaining registration records and for<br />
sending certain records to the Secretary<br />
<strong>of</strong> the Commonwealth (MGL Ch. 51 s<br />
33).<br />
In January, the Board <strong>of</strong> Registrars<br />
conducted the annual street census.<br />
The street listing and voter lists were<br />
completed in a timely manner as<br />
prescribed under law.<br />
The BOR conducted the required<br />
Registration sessions in advance <strong>of</strong> the<br />
following elections and town meetings,<br />
and were available to provide registrar<br />
support to these elections and meetings:<br />
Annual Fall <strong>Town</strong> Meeting: November<br />
16, 2010<br />
State Primary: September 14, 2010<br />
State Election: November 2, 2010<br />
Spring Annual <strong>Town</strong> Meeting: May 10,<br />
<strong>2011</strong><br />
Annual <strong>Town</strong> Election: May 24, <strong>2011</strong><br />
Special <strong>Town</strong> Meeting: June 23, <strong>2011</strong><br />
The signatures on all petitions and<br />
nomination papers were certified,<br />
absentee ballot applications were<br />
processed, election warrants were<br />
posted at various locations throughout<br />
the town as required, and election results<br />
were recorded with the Secretary <strong>of</strong><br />
State’s Office.<br />
Training with accompanying<br />
manuals were provided for all poll<br />
workers for each election, including<br />
usage on the state’s new Auto Mark<br />
machine, designed for voters with<br />
physical or visual disabilities.<br />
Informational kits were provided to all<br />
candidates for town <strong>of</strong>fice. The Secretary<br />
<strong>of</strong> State’s Office is always available and<br />
accessible to our <strong>of</strong>fice and our town for<br />
any questions or concerns that we may<br />
have, most especially Elections Division<br />
Director Michelle Tassinari.<br />

<strong>Town</strong> Moderator<br />
The <strong>Town</strong> Moderator has the<br />
following responsibilities, according to<br />
Massachusetts General Laws: Chapter<br />
39: Section 15. Moderators; powers and<br />
duties:<br />
Presides and regulates the<br />
proceedings <strong>of</strong> the <strong>Town</strong> Meeting<br />
Decides all questions <strong>of</strong> order, and<br />
makes public declarations <strong>of</strong> all votes<br />
Verifies votes that are in question by<br />
polling the voters<br />
The Moderator is also responsible<br />
for appointing four members <strong>of</strong> the<br />
Finance Committee.<br />
The town held four <strong>Town</strong> Meetings<br />
in <strong>FY</strong> <strong>2011</strong>; two regular <strong>Town</strong> Meetings<br />
(Spring and Fall) and two Special <strong>Town</strong><br />
Meetings. A full report <strong>of</strong> the transactions<br />
taken at these meetings can be found<br />
with the report <strong>of</strong> the <strong>Town</strong> Clerk.<br />
Building Inspector<br />
The mission <strong>of</strong> the Building<br />
Inspection Department is to contribute to<br />
the protection <strong>of</strong> the public through the<br />
enforcement <strong>of</strong> building codes and zoning<br />
bylaws.<br />
The Building Department staff<br />
enforces State building codes, as well as<br />
local zoning by-laws and Architectural<br />
Access Board Regulations. Many <strong>of</strong> the<br />
functions <strong>of</strong> the Department are mandated<br />
by the Commonwealth <strong>of</strong> Massachusetts,<br />
including enforcement and implementation<br />
<strong>of</strong> the State Building Code, the State<br />
Zoning Act and the State Architectural<br />
Access Code. Additional local codes and<br />
standards must also be enforced. Staff<br />
issues permits, inspect construction sites,<br />
conduct periodic safety inspections <strong>of</strong><br />
restaurants, schools, religious institutions,<br />
and other places <strong>of</strong> assembly, and initiate<br />
enforcement actions when necessary to<br />
obtain code compliance. This <strong>of</strong>fice<br />
I would like to give special thanks for the<br />
many people who served as tellers at<br />
<strong>Town</strong> Meeting. These volunteers are<br />
critical to ensuring that <strong>Town</strong> Meeting<br />
functions properly.<br />
For the Finance Committee, I<br />
reappointed Mr. Ray Wright to a three<br />
year term on the committee. Mr. Wright<br />
previously served on the Committee,<br />
filling a one year appointment.<br />
Participation is critical to the quality<br />
government in <strong>Uxbridge</strong>. I thank all the<br />
people who took the time to involve<br />
themselves in local committees, town<br />
<strong>of</strong>fices and <strong>Town</strong> Meeting. More<br />
participation is needed.<br />

Harold Klei, <strong>Town</strong> Moderator<br />
processed more than 750 permits in <strong>FY</strong>11<br />
(including electrical, plumbing & gas<br />
permits), with one to seven inspections<br />
per permit.<br />
The full time administrative staff<br />
person also provides administrative<br />
support to the Electrical Inspector,<br />
Plumbing/Gas Inspector and the Zoning<br />
Board <strong>of</strong> Appeals.<br />
During the Fiscal Year <strong>2011</strong>, Glenn<br />
Hand served as the Inspector <strong>of</strong> Buildings<br />
for the <strong>Town</strong> <strong>of</strong> <strong>Uxbridge</strong>, Interim was<br />
Michael Giampietro, and Nelson<br />
Burlingame took over the duties as<br />
Building Commissioner in April.<br />
It has been an extremely busy year<br />
due to in large part to the high volume <strong>of</strong><br />
inspections at the new High School. Work<br />
is progressing rapidly with a tentative<br />
opening date <strong>of</strong> September 2012.<br />
During this time period, there were<br />
340 building permits issued in the <strong>Town</strong> <strong>of</strong><br />
<strong>Uxbridge</strong>.<br />
