The Zoning Board <strong>of</strong> Appeals<br />
meets the first Wednesday <strong>of</strong> each<br />
month at 7:00 P.M. in the Board <strong>of</strong><br />
Selectmen’s Meeting Room, in the<br />
<strong>Uxbridge</strong> <strong>Town</strong> Hall, 21 South Main<br />
Street, <strong>Uxbridge</strong>, MA.<br />
We respectfully submit the following report<br />
for the period beginning July 1, 2010 to<br />
June 30, <strong>2011</strong>. During <strong>FY</strong> <strong>2011</strong>, the<br />
Zoning Board <strong>of</strong> Appeals heard 12 cases.<br />
There were requests for 5 Variances; (out<br />
<strong>of</strong> those requests 2 applications were<br />
denied, 3 were granted). There were<br />
requests for 7 Special Permits, (All 7 were<br />
granted).<br />

Charter Review<br />
Committee<br />
Article 7 Section 6 <strong>of</strong> the <strong>Town</strong><br />
Charter calls for a periodic review <strong>of</strong> the<br />
Charter at least once in every ten years,<br />
in each year ending in zero, a special<br />
committee to consist <strong>of</strong> nine members<br />
shall be established for the purpose <strong>of</strong><br />
reviewing the charter and to make a<br />
report, with recommendations, to the<br />
town meeting concerning any proposed<br />
amendments which said committee may<br />
determine to be necessary and<br />
desirable.<br />
Appointed to the Committee<br />
were Arthur O. DuBois, Peter Emerick,<br />
Barbara Hall, Bill Kessler, James Legg,<br />
Kenneth Redding, Harry A. Romasco<br />
and Mary Pat Wickstrom.<br />
The Committee held its first meeting<br />
on February 9, <strong>2011</strong> and elected Harry A.<br />
Romasco chairman, Arthur O. DuBois vice<br />
-chairman and Bill Kessler secretary. The<br />
committee conducted nine meetings and<br />
received input from the <strong>Town</strong> Manager,<br />
F i n a n c e C o m m i t t e e , S c h o o l<br />
Superintendent, School Committee,<br />
Department Heads, <strong>Town</strong> Boards and<br />
<strong>Town</strong> Committees.<br />
The Charter Review Committee will<br />
continue to hold public hearings through<br />
August 1, 2012. The published report will<br />
be completed by September 1, 2012. The<br />
proposed amendments will then be on the<br />
warrant for the fall <strong>Town</strong> Meeting. If the<br />
Attorney General concludes there is no<br />
conflict with MGL then the question will go<br />
to the ballot at the annual election in May<br />
2013.<br />
The Charter Review Committee<br />

assisted us in this very important<br />
endeavor.<br />

Fire Department<br />
The Fire Department is the service<br />
provider for the community responsible<br />
for fire suppression, rescue and<br />
emergency medical services. Personnel<br />
also provide fire prevention services<br />
through plan review, inspections, and<br />
participation in the planning process in<br />
cooperation with the Building Inspector<br />
and Planning Department and public<br />
education through school and community<br />
programs. Members include 11 full-time<br />
Firefighter/EMTs and 30 “on-call”<br />
members operating from three stations.<br />
We provide advanced life support (ALS)<br />
ambulance service with two ambulances<br />
serving the town.<br />
There were some personnel<br />
changes that took place over the course<br />
<strong>of</strong> this fiscal year. Captain Michael<br />
Legendre retired from the department<br />
after nearly 30 years <strong>of</strong> service as a<br />
firefighter and EMT. He was one <strong>of</strong> the<br />
original Station 3 crew when it opened in<br />
original Station 3 crew when it opened in<br />
1988 and had taken care <strong>of</strong> that station<br />
since. We wish him well in his life away<br />
from the Fire Department.<br />
Firefighter/EMT Brian Cote resigned<br />
in April <strong>2011</strong> after four years <strong>of</strong> service.<br />
Brian had accomplished Firefighter I/II<br />
certification and became an EMT, then<br />
decided to build a house in Rhode Island.<br />
While we regret losing a promising<br />
member, we wish him well in his new<br />
location.<br />
Two new firefighters were appointed<br />
during the year, Derek Scott in August<br />
and Peter Galas in January. Both<br />
successfully completed the District 7<br />
Recruit class and are working towards<br />
getting Firefighter I/II certification at the<br />
State level. We anticipate that happening<br />
soon and look forward to their addition as<br />
regular members <strong>of</strong> the department.<br />
As mentioned in last year’s report,<br />
Engine 5 was taken out <strong>of</strong> service due to<br />
significant mechanical problems, and we<br />
purchased a 1984 pumper as an interim<br />
solution for a rescue/extrication vehicle.<br />
Having received funding at <strong>Town</strong> Meeting<br />
for a Rescue truck, a committee was<br />
formed and vehicle specifications received<br />
funding at <strong>Town</strong> Meeting for a Rescue<br />
truck, a committee was formed and<br />
vehicle specifications were written and put<br />
out to bid. Rosenbauer was the winning<br />
bidder and has committed to delivering<br />
the new Rescue truck in the fall <strong>of</strong> <strong>2011</strong>.<br />
Rosenbauer had also built the Tanker put<br />
into service last year, which we are very<br />
pleased with.<br />
Over the past year, our calls for firerelated<br />
and EMS services increased<br />
slightly. Our transition to Paramedic level<br />
service has proven to be life-saving in<br />
several instances, where patients were in<br />
cardiac arrest on arrival or went into<br />
cardiac arrest enroute to the hospital and<br />
were revived by department Paramedics.<br />
