are not in a position to raise and<br />

appropriate the monies needed for<br />

permit implementation and compliance.<br />

I am proud to say there were a<br />

few new capital projects that began<br />

during this fiscal year. In the spring <strong>of</strong><br />

<strong>2011</strong>, contracts were let for the new<br />

Rosenfeld Pump Station construction<br />

and the Quaker Highway water main<br />

construction. These projects are part <strong>of</strong><br />

the long range master planning and will<br />

provide the needed relief to the aging<br />

Blackstone and Bernat well fields.<br />

Following the request for qualifications<br />

process, a consultant was selected to<br />

perform the town-wide bridge and culvert<br />

evaluation project and engineering<br />

investigations began during the spring <strong>of</strong><br />

<strong>2011</strong>. And finally, in anticipation <strong>of</strong> the<br />

issuance <strong>of</strong> a new wastewater discharge<br />

permit, the DPW started to evaluate the<br />

wastewater treatment facility (WWTF)<br />

and develop budgetary costs associated<br />

with permit compliance. Following the<br />

request for qualifications process, a<br />

consultant was selected to perform the<br />

preliminary WWTF evaluation. It is<br />

anticipated that both the bridge and<br />

culvert and this study will be completed<br />

by the end <strong>of</strong> the summer <strong>2011</strong>. Chapter<br />

90 funding was utilized to upgrade our<br />

pavement management system in<br />

anticipation <strong>of</strong> jump starting needed<br />

roadway improvement projects. Design<br />

continued on the Route 122<br />

Reconstruction project through the<br />

MassDOT.<br />

WASTEWATER DIVISION<br />

The Wastewater Division as <strong>of</strong> July 1,<br />

<strong>2011</strong> has 2,327 residential connections,<br />

99 commercial connections, and no<br />

industrial connections. There have been<br />

no extensions to the wastewater system.<br />

Gallons <strong>of</strong> septage processed: 3,095,000<br />

Gallons <strong>of</strong> sludge to<br />

WATER DIVISION<br />

The Water Division as <strong>of</strong> July 1, <strong>2011</strong> has<br />

3,057 residential connections, 83<br />

commercial connections, and 1 industrial<br />

connection. There are 65.3 miles <strong>of</strong> water<br />

main. There have been no extensions to<br />

the water system.<br />

Senior Center<br />

In accordance with the General<br />

Laws <strong>of</strong> Massachusetts, Chapter 40:<br />

Section 8B and in accordance with the<br />

Massachusetts Office <strong>of</strong> Elder Affairs, we<br />

submit the following Annual <strong>Town</strong> Report<br />

for <strong>FY</strong> <strong>2011</strong>.<br />

Our Senior Center (SC) is located at<br />

36 South Main Street in the heart <strong>of</strong><br />

downtown <strong>Uxbridge</strong>. The Center is<br />

wheelchair accessible and open Monday<br />

through Friday from 8:00 a.m. to 5:00 p.m.<br />

Individuals with disabilities and persons<br />

60 years <strong>of</strong> age or older are eligible to<br />

receive our services. Our telephone<br />

number is 508-278-8622.<br />

The mission <strong>of</strong> the Senior Center<br />

and the <strong>Uxbridge</strong> Council on Aging is to<br />

link the needs <strong>of</strong> our elders with the<br />

appropriate services and to promote<br />

wellness programs that educate and<br />

empower our elderly citizens to maintain<br />

independence and the highest quality <strong>of</strong><br />

life. A fundamental part <strong>of</strong> our mission is<br />

to raise community consciousness relative<br />

to the services, programs, and activities<br />

<strong>of</strong>fered at the Senior Center and to<br />

introduce our seniors to as many new<br />

opportunities as possible.<br />

The <strong>FY</strong>10/<strong>FY</strong>11 Council on Aging<br />

Board was comprised <strong>of</strong> eleven (11)<br />

members: Chris Walkiewicz (Chairman),<br />

Karen Albright and Faye McCloskey (Co-<br />

Secretaries), Donna Oncay, Joan<br />

Remillard, Marie Potter, Charles Lutton,<br />

Robert Gondek, Mary Pat Wickstrom and<br />

John McQuade (honorary member). We<br />

had two vacancies on our board during <strong>FY</strong><br />

11.<br />

In order to resolve ongoing quorum<br />

issues, the COA Board sponsored Article<br />

23 at the May 10, <strong>2011</strong> Spring <strong>Town</strong><br />

Meeting to Amend the General By-Laws<br />

to Reduce the Council on Aging Board<br />

from Eleven (11) to Seven (7) Members.<br />

The Board <strong>of</strong> Selectmen recommended<br />

favorable action (3-0-1) and Article 23<br />

passed with a 2/3 majority vote.<br />

Our departmental staff is comprised<br />

<strong>of</strong> four (4) individuals: The Director,<br />

Marsha Petrillo, works 37.5 hours per<br />

week. Our transportation coordinator,<br />

Susan White, works 19 hours per week;<br />

Monday - Thursday from 8:00 am to 12:00<br />

noon and on Fridays from 8:00 am to<br />

11:00 am. Our Outreach Coordinator and<br />

SHINE Representative, Meg Walsh, works<br />

15 hours per week and is available from<br />

11-4pm each Wednesday, Thursday and<br />

Friday. Our van driver, Peter Waeger<br />

works 19 hours per week, M-F.<br />

Richard Moran, <strong>of</strong> C & D Cleaning<br />

Service, provides 15 weekly hours <strong>of</strong><br />

custodial service at the Senior Center.<br />

We have two (2) part-time medical<br />

transportation drivers, Steve Swift and<br />

Omer Boucher. Steve Swift works<br />

Monday, Wednesday and Friday. Omer<br />
