Planning Board<br />

The Planning Board is responsible<br />

for administering many provisions <strong>of</strong> the<br />

<strong>Uxbridge</strong> Zoning Bylaws and Subdivision<br />

Rules and Regulations. The Planning<br />

Board reviews and endorses or denies<br />

plans requiring a determination that the<br />

Subdivision Control Law does not apply,<br />

also known as Approval Not Required or<br />

ANR Plans. The Planning Board also<br />

reviews Preliminary Subdivision Plans,<br />

Definitive Subdivision Plans and certain<br />

Special Permit proposals. The Planning<br />

Board also reviews and issues reports<br />

regarding various proposals to <strong>Town</strong><br />

Meeting. The Planning Board facilitates<br />

various planning efforts and work toward<br />

coordinated and sustainable development<br />

patterns.<br />

The Planning Board meets the<br />

second and fourth Wednesday <strong>of</strong> every<br />

month, at 7:00 P.M. in the <strong>Town</strong> Hall.<br />

Meetings are open to the public and all<br />

are invited and encouraged to attend.<br />

During <strong>FY</strong> <strong>2011</strong>, which ended on June<br />

30, <strong>2011</strong>, the Planning Board welcomed<br />

one (1) new member: Mr. Ernie Esposito<br />

(July 14, 2010 meeting). The Planning<br />

Board consisted <strong>of</strong> the following<br />

members: Dr. Charles Lutton, who served<br />

as Chair; Peter Petrillo, Vice-Chair; Ernest<br />

Esposito, Clerk/Secretary; Barry<br />

Desruisseaux and Joseph Leonardo.<br />

However, during <strong>FY</strong> <strong>2011</strong>, member Peter<br />

Petrillo resigned. As a result <strong>of</strong> one<br />

resignation from the Planning Board, the 7<br />

-member board is currently seeking three<br />

more individuals.<br />

During <strong>FY</strong> <strong>2011</strong>, the Planning Board<br />

accomplished the following: reviewed 8<br />

ANR (Approval Not Required)<br />

applications; reviewed 2 Special Permit<br />

Plans; reviewed 1 Preliminary Plan<br />

Zoning Board <strong>of</strong><br />

Appeals<br />

The Zoning Board <strong>of</strong> Appeals hears<br />

petitions from landowners seeking relief<br />

from the <strong>Town</strong> <strong>of</strong> <strong>Uxbridge</strong>’s Zoning<br />

Bylaws. The ZBA may render decisions<br />

upon applications for variances and<br />

certain special permits, or petitions<br />

Approval application and 5 Definitive Plan<br />

Approval applications. During <strong>FY</strong> <strong>2011</strong>,<br />

there were fourteen roads brought forth to<br />

<strong>Town</strong> Meeting and twelve (12) roads were<br />

accepted by <strong>Town</strong> Meeting. Buttermilk<br />

Way (Pastures at Elmwood subdivision),<br />

Cassie Lane (Meadowside subdivision),<br />

Jodie Circle (Elmdale Estates<br />

subdivision), Julia Drive (Maple Grove<br />

subdivision), Longmeadow Road<br />

(Foxwoods Estates subdivision), Foxwood<br />

Lane (Foxwoods Estates subdivision),<br />

Rose Lane (Arbor Estates) and Stanphyl<br />

Road (Dogil Estates subdivision),<br />

Anthony’s Way and Giacamo Way (Cedar<br />

Woods subdivision), Glen Street and Lee<br />

Street (Davis Heights); the acceptance<br />

reflected completion <strong>of</strong> these subdivision<br />

projects.<br />

Pursuant to the General Laws <strong>of</strong><br />

Massachusetts, the Planning Board<br />

viewed 2 <strong>Town</strong> Meeting warrant articles to<br />

amend the following articles: Amend the<br />

Zoning Bylaws Section 400-13, Appendix<br />

B – Table <strong>of</strong> Dimensional Requirements<br />

and Amend Article X, Definitions both at<br />

the November 2010 Annual <strong>Town</strong> Meeting<br />

and issued reports on each to <strong>Town</strong><br />

Meeting.<br />

Pursuant to the General Laws <strong>of</strong><br />

Massachusetts, the Planning Board<br />

viewed 3 <strong>Town</strong> Meeting warrant articles to<br />

amend the following articles: Amend the<br />

Floodplain overlay district <strong>of</strong> the Zoning<br />

Bylaws Article VIII, Section 4-37; Amend<br />

the Zoning Bylaws Appendix A Table <strong>of</strong><br />

Use Regulations and Amend the <strong>Uxbridge</strong><br />

Zoning Bylaws Chapter 400 Article VI<br />

Section 400-20, B.5. all at the May <strong>2011</strong><br />

Annual <strong>Town</strong> Meeting and issued reports on<br />

each to <strong>Town</strong> Meeting.<br />

Planning Board. The Board also reviews<br />

affordable housing development projects<br />
