ATOMIC ENERGY REGULATORY BOARD<br />

The <strong>Atomic</strong> <strong>Energy</strong> <strong>Regulatory</strong> <strong>Board</strong> (AERB) was constituted on November 15, 1983 by the President of<br />

India by exercising the powers conferred by Section 27 of the <strong>Atomic</strong> <strong>Energy</strong> Act, 1962 (33 of 1962) to carry out certain<br />

regulatory and safety functions under the Act. The regulatory authority of AERB is derived from the rules and notifications<br />

promulgated under the <strong>Atomic</strong> <strong>Energy</strong> Act, 1962 and the Environmental Protection Act, 1986. The mission of the<br />

<strong>Board</strong> is to ensure that the use of ionizing radiation and nuclear energy in India does not cause undue risk to health of<br />

people and the environment. Currently, the <strong>Board</strong> consists of Chairman, Vice-Chairman, three Members and Secretary.<br />

AERB is supported by the Safety Review Committee for Operating Plants (SARCOP), the Safety Review<br />

Committee for Applications of Radiation (SARCAR), Advisory Committees for Project Safety Review (ACPSRs), Advisory<br />

Committee on Radiological Safety (ACRS), Advisory Committee on Industrial and Fire Safety (ACIFS), Advisory<br />

Committee on Occupational Health (ACOH) and Advisory Committee on Nuclear Safety (ACNS). The ACPSRs<br />

recommend to AERB issuance of authorizations at different stages of projects of the Department of <strong>Atomic</strong> <strong>Energy</strong><br />

(DAE), after reviewing the submissions made by the project authorities based on the recommendations of the associated<br />

Project Design Safety Committees.<br />

SARCOP carries out safety surveillance and enforces safety stipulations in the operating units of the DAE.<br />

SARCAR recommends measures to enforce radiation safety in medical, industrial and research institutions, which use<br />

radiation and radioactive sources. AERB receives advice on development of safety codes and guides and on generic<br />

nuclear safety issues from ACNS. ACRS, ACIFS and ACOH advise AERB on safety matters relevant to their fields of<br />

specialization. The administrative and regulatory mechanisms in place ensure multi-tier review of all safety matters by<br />

experts in the relevant fields available nationwide. These experts come from reputed academic institutions, R&D<br />

organizations, industries and Governmental Agencies.<br />

AERB has a Safety Research Institute (SRI) at Kalpakkam, which carries out research in various<br />

safety-related topics and organizes periodically, seminars, workshops and discussion meetings.<br />

AERB has seven technical divisions. Chairman, Vice-Chairman and Directors/Heads of Divisions and<br />

Director, SRI constitute the Executive Committee, which meets periodically and takes decisions on important matters<br />

related to the functioning of the organization. AERB enforces the following Rules issued under the <strong>Atomic</strong> <strong>Energy</strong> Act,<br />

<strong>Atomic</strong> <strong>Energy</strong> (Working of Mines, Minerals and Handling of Prescribed Substances) Rules, 1984.<br />

<strong>Atomic</strong> <strong>Energy</strong> (Safe Disposal of Radioactive Wastes) Rules, 1987.<br />

<strong>Atomic</strong> <strong>Energy</strong> (Factories) Rules, 1996.<br />

<strong>Atomic</strong> <strong>Energy</strong> (Control of Irradiation of Food) Rules, 1996.
