CHAPTER 6<br />
EMERGENCY PREPAREDNESS<br />
NPPs are provided with adequate safety features<br />
to guard against the possibility of any accident. Further, the<br />
safety features such as a containment building around each<br />
NPP helps in mitigating the consequences, should an event<br />
occur. In the extremely rare event of a nuclear accident, it<br />
might become necessary to take certain mitigating measures<br />
in the public domain. This requires a high degree of<br />
preparedness. Site-specific emergency preparedness plans<br />
are t<strong>here</strong>fore drawn up and maintained at all stations for<br />
plant emergencies, site emergencies and off-site emergencies.<br />
To test these plans, periodic emergency exercises are carried<br />
out involving the station authorities, district administration,<br />
and the members of public. Plant Emergency Exercises<br />
(PEE) are carried out once in a quarter, Site Emergency<br />
Exercise (SEE) once in a year and Off-Site Emergency<br />
Exercise (OSEE) once in 2 years.<br />
During the year 2006, emergency exercises were<br />
carried out as given in Table 6.1. The response of the plant<br />
personnel, officials and public involved in the exercise and<br />
general level of the awareness amongst the public were<br />
satisfactory.<br />
The plant and site emergency preparedness and<br />
response plan for KGS - 3&4 and revised off-site emergency<br />
preparedness and response plan for Rawatbhata DAE<br />
Center were reviewed in detail.<br />

Periodic SEE and OSEE were carried out at<br />
hydrogen sulphide based HWPs at Manuguru and Kota.<br />
SEEs are carried out once in 6 months and OSEEs once in<br />
2 years.<br />
Periodic emergency exercises are carried out at<br />
ammonia based HWPs at Baroda, Thal, Hazira, Tuticorin<br />
and Talcher. PEEs are carried out once in a quarter and fire<br />
drills once in 2 months.<br />
