GENERAL<br />
15.1 IMPLEMENTATION OF ISO 9001:2000<br />
QUALITY MANAGEMENT SYSTEM IN<br />
AERB<br />
Recognizing the importance of quality for<br />
effectiveness in its regulatory systems, AERB decided to get<br />
its core activities audited for compliance with ISO<br />
9001:2000 QMS requirements. Three major processes of<br />
AERB were chosen for certification.<br />

Consenting Process of Nuclear and Radiation Facilities.<br />
<strong>Regulatory</strong> Inspection of Nuclear and Radiation<br />
Facilities.<br />
l Development of Safety Codes, Guides and Standards.<br />
One officer was deputed for “Lead Assessor Course<br />
for ISO 9001:2000” organized by National Centre for Quality<br />
Management, Mumbai in March 2005, to get familiarized<br />
with the requirements of ISO 9001:2000. A committee was<br />
appointed in May 2005 to study the feasibility of<br />
implementing ISO 9001:2000 in AERB. In August 2005,<br />
the committee after detailed assessment recommended that<br />
it is feasible and advisable to implement the ISO 9001:2000<br />
in AERB. The BIS was selected as training and certifying<br />
body for the purpose. In December 2005, 25 officers from<br />
various divisions of AERB successfully completed the<br />
training program on Internal Quality Audit-cum-<br />
Documentation. Quality Manual (QM), the Level-I<br />
document of QMS was prepared and the application for<br />
grant of QMS certification was submitted to BIS in March<br />
2006. Adequacy audit of QM was carried out by BIS in<br />
April 2006. QM and Level-II documents were finalized by<br />
May 1, 2006. Quality Policy of AERB promulgated on June<br />
1, 2006 and this date was taken as the date of<br />
implementation of ISO 9001:2000 in AERB. Awareness<br />
program for AERB staff was carried out on July 28, 2006.<br />
First and second internal audits were conducted in June<br />
2006 and August 2006 respectively and all the Non-<br />
Conformance Reports were resolved. Preliminary Audit by<br />
BIS was conducted on September 29, 2006. Certification<br />
Audit by BIS was conducted on October 30-31, 2006 and<br />
ISO 9001:2000 certification was awarded to AERB on 15 th<br />
November 2006; the anniversary date of formation of AERB<br />
in 1983. AERB is the first technical regulatory body in the<br />
country to be awarded the ISO 9001:2000 certification.<br />
15.2 AERB EXPANSION PROJECT<br />
Construction of Niyamak Bhavan-B (AERB Annex<br />
building) adjacent to the existing Niyamak Bhavan-A as<br />
part of 10 th plan “AERB expansion project” is nearing<br />
completion. The new building is externally a replica of<br />
Niyamak Bhavan-A. In addition to meeting rooms and<br />
office space for accommodating additional staff of AERB,<br />
the Niyamak Bhavan-B also has a well-equipped lecture<br />
hall and a well appointed conference room. One of the<br />
sessions of the INSAG meeting hosted by AERB in Mumbai<br />
in March 2007 was held in this conference room.<br />
In the 11 th five year plan, AERB is augmenting<br />
infrastructure and manpower to meet the needs of envisaged<br />
increase in regulatory activities commensurate with the<br />
expansion of nuclear energy programme of DAE and<br />
increasing use of radiations in medical, industrial and<br />
research applications in India. It also seeks to strengthen<br />
work and to create AERBs southern and eastern Regional<br />
Centres towards expeditious implementation of its regulatory<br />
functions.<br />
