3.2.2 Shipments Approved<br />

Consignments, which do not meet all the applicable<br />

requirements of the transport regulations due to specific<br />

reasons, are permitted to be transported under special<br />

arrangements, which include provision of compensatory<br />

operational controls. Six such shipments were approved<br />

during the year.<br />

3.2.3 <strong>Regulatory</strong> Inspections<br />

Details related to RIs during the year are given in<br />

Table 3.5. In RIs, AERB may find non-compliances with<br />

regulatory requirements. The non-compliances with<br />

regulatory provisions during inspection are reviewed in the<br />

AERB Safety Committee for Investigation of Unusual<br />

Occurrences in Radiation Facilities (SCURF). The<br />

enforcement actions recommended by SCURF include<br />

issuance of warning letters, suspension of radiation practices,<br />

withdrawal of certificates of radiation workers and revocation<br />

of license issued to operate radiation installations in radiation<br />

facilities.<br />

3.3 RADIOLOGICAL SAFETY SURVEILLANCE<br />

3.3.1 Radiation Diagnostic and Therapy Facilities<br />

On the basis of pre-commissioning safety<br />

evaluation, AERB issued authorizations for the<br />

commissioning of 22 Teletherapy units (11 Telecobalt units<br />

and 11 Medical LINAC) and 7 remote after-loading<br />

Brachytherapy units, and for the decommissioning of 1<br />

Teletherapy unit during the year. Permissions were accorded<br />

for re-starting 8 Telecobalt units after source replacement<br />

and 13 new radiotherapy centres. Forty nuclear medicine<br />

facilities and 5 research institutions, w<strong>here</strong> unsealed<br />

radioactive materials are used, were inspected. AERB<br />

reviewed annual safety status reports received from the<br />

licensees and inspected 208 medical X-ray diagnostic<br />

installations. Deviations and violations of regulatory<br />

requirements were taken up with the users. In some cases,<br />

AERB initiated appropriate regulatory actions such as<br />

suspension of license.<br />

3.3.2 High Intensity Gamma Irradiation Facilities<br />

The quarterly safety status reports were received<br />

from all the operating gamma radiation-processing facilities.<br />

The occupational exposures in gamma irradiation facilities<br />

in the last five years did not exceed 2 mSv/y, which is well<br />

below the prescribed dose limit of 20 mSv/y. Seven proposals<br />
