Basic guidance to Regulati<strong>on</strong> (EC) No 1272/2008 <strong>on</strong> Classificati<strong>on</strong>, Labelling and Packaging of substances and mixtures<br />

Once such properties are identified and <strong>the</strong> substance or mixture is classified<br />

accordingly, manufacturers, importers, downstream users and distributors of<br />

substances and mixtures, as well as producers and importers of certain specific<br />

articles, should communicate <strong>the</strong> identified hazards of <strong>the</strong>se substances or mixtures<br />

to o<strong>the</strong>r actors in <strong>the</strong> supply chain, including to c<strong>on</strong>sumers.<br />

The hazard of a substance or mixture is <strong>the</strong> potential for that substance or mixture to<br />

cause harm. It depends <strong>on</strong> <strong>the</strong> intrinsic properties of <strong>the</strong> substance or mixture. In this<br />

c<strong>on</strong>necti<strong>on</strong> hazard evaluati<strong>on</strong> is <strong>the</strong> process by which informati<strong>on</strong> about <strong>the</strong> intrinsic<br />

properties of a substance or mixture is assessed to determine <strong>the</strong>ir potential to cause<br />

harm. In cases where <strong>the</strong> nature and severity of an identified hazard meets <strong>the</strong><br />

classificati<strong>on</strong> criteria, hazard classificati<strong>on</strong> is <strong>the</strong> assignment of a standardised<br />

descripti<strong>on</strong> of this hazard of a substance or a mixture causing harm to human health<br />

or <strong>the</strong> envir<strong>on</strong>ment.<br />

Hazard labelling allows for <strong>the</strong> communicati<strong>on</strong> of hazard classificati<strong>on</strong> to <strong>the</strong> user of a<br />

substance or mixture, to alert <strong>the</strong> user to <strong>the</strong> presence of a hazard and <strong>the</strong> need to<br />

avoid exposures and <strong>the</strong> resulting risks.<br />

<strong>CLP</strong> sets general packaging standards, in order to ensure <strong>the</strong> safe supply of<br />

hazardous substances and mixtures (<strong>CLP</strong> Recital 49 and <strong>CLP</strong> Title IV).<br />

What about <strong>the</strong> assessment of risk<br />

The classificati<strong>on</strong> of chemicals is to reflect <strong>the</strong> type and severity of <strong>the</strong> intrinsic<br />

hazards of a substance or mixture. It should not be c<strong>on</strong>fused with risk assessment<br />

which relates a given hazard to <strong>the</strong> actual exposure of humans or <strong>the</strong> envir<strong>on</strong>ment to<br />

<strong>the</strong> substance or mixture displaying this hazard. Never<strong>the</strong>less, <strong>the</strong> comm<strong>on</strong><br />

denominator for both classificati<strong>on</strong> and risk assessment is hazard identificati<strong>on</strong> and<br />

hazard assessment.<br />

What is <strong>the</strong> role of <strong>the</strong> European Chemicals Agency (<strong>ECHA</strong> or <strong>the</strong><br />

Agency)<br />

The European Chemicals Agency (<strong>the</strong> Agency) is a Community body which was<br />

established for <strong>the</strong> purpose of managing REACH. It is central to <strong>the</strong> implementati<strong>on</strong> of<br />

both REACH and <strong>CLP</strong>, to ensure c<strong>on</strong>sistency across <strong>the</strong> EU.<br />
