Plan Implementation of the <strong>Spring</strong> <strong>Creek</strong> / <strong>Lamoille</strong> Master Plan<br />
Zoning Regulations. The principal means of implementing the plan proposals will be through the use and<br />
application of Title 4, Zoning Regulations of the <strong>Elko</strong> <strong>County</strong> Code. The zoning districts and the<br />
regulations of each district will largely determine the uses that will occur on the lands within the <strong>Spring</strong><br />
<strong>Creek</strong> / <strong>Lamoille</strong> Master Plan area. With the exception of specific areas addressed within the land use<br />
forum. Therefore, it is important to establish zoning districts that are consistent with the land use<br />
designations indicated on the <strong>Spring</strong> <strong>Creek</strong> / <strong>Lamoille</strong> Master Plan.<br />
Guidelines. For effective implementation of the plan, the following guidelines shall be followed:<br />
1) Establish zoning districts that will be consistent with the land use designations reflected in the<br />
<strong>Spring</strong> <strong>Creek</strong> / <strong>Lamoille</strong> Master Plan.<br />
2) Re-Zone, where appropriate, the areas where existing zoning districts are inconsistent with the<br />
designations proposed within the <strong>Spring</strong> <strong>Creek</strong> / <strong>Lamoille</strong> Master Plan; and<br />
3) Retain consistency between zoning districts and the designations within the plan area.<br />
Land use Designations and Zoning Districts. The following is a summary of the land use designations<br />
and zoning districts that would be appropriate in order to attain the consistency with each designation. In<br />
addition to the zoning districts and designations, special designations and provisions were approved as part<br />
of the <strong>Spring</strong> <strong>Creek</strong> / <strong>Lamoille</strong> Master Plan. The following is a list the special zoning designations and<br />
zoning provisions:<br />

Special Designations and Provisions set forth in the Master Plan were incorporated to help restrict<br />
Commercial and Industrial uses within residential areas as well as to maintain minimum Residential Parcel<br />
sizes. These Special Designations and Provisions were used to provide the necessary Commercial<br />
Development for the continued growth of the residential areas. The minimum Parcel sizes were<br />
implemented to maintain the current types of development patterns already proven to be successful within<br />
the Master Plan Area. These Designations were also needed to address the referenced specific concerns<br />
made during the public workshops and meetings. The following list of Special Designations and Provisions<br />
is proposed to be added to the <strong>Elko</strong> <strong>County</strong> Zoning Code.<br />
A) Commercial Zoning; (Restricted Uses) through the frontage of Valley Vista Acres<br />
Subdivision in Phase I shown as Commercial (Restricted Use).<br />
1) The restricted uses that were listed were as follows:<br />
a) Commercial (Restricted) low Vehicular and Pedestrian Traffic flow;<br />

2) Contractor Services’ Office<br />
3) Engineering / Surveying Services’ Office<br />
4) Plumbing / Electrical Shop<br />
5) Accounting / Tax Service Office<br />
6) Attorney's Office<br />

8) Travel Agency<br />
