Telekom/Belarus – Data protection as an integral part of the<br />

Telekom Austria Group’s Corporate Social Responsibility strategy<br />

Summary<br />

The Austrian telecommunications company Telekom Austria Group (Telekom) approached the <strong>BIM</strong> at<br />

the beginning of last year, seeking human rights consultancy in the context of the investments taken<br />

and its subsidiary Velcom in Belarus. In the course of several meetings in October and November <strong>2008</strong><br />

the particular relevance of human rights for the Telekom and the options for the integration of the latter<br />

into the company’s Corporate Social Responsibility (CSR) strategy were discussed. Finally, data protection<br />

was identified as the primary concern of the Telekom and <strong>BIM</strong> was entrusted to carry out a<br />

three-step consulting project in 2009.<br />

The framework of consultancy will be defined by a demand-and-problem analysis in the initial project<br />

phase. This includes the clarification of the situation in Belarus as to data protection and the responsibility<br />

of Velcom/Telekom concerning compliance with the legal provisions and standards on data protection,<br />

both at the international and the European level. For in-depth research on the legal and factual<br />

conditions a fact finding mission to Minsk will be carried out. Based thereon, the next step will aim at<br />

the elaboration of a concept on the necessity, options and potential risks of developing a substantial<br />

CSR approach in the field of data protection for the company. Stage 3 envisages the development of a<br />

catalogue of recommendations, including preventative measures as well as suggestions for the steps<br />

to be taken in case of an infringement of data protection provisions/human rights (“action and communication<br />

line“), and the relevant actors of Velcom/Telekom will be involved for these purposes.<br />
