Support of the UN Special Rapporteur on Torture<br />
Summary<br />
On 1 December 2004, Manfred Nowak was appointed UN Special Rapporteur on Torture and other<br />
cruel, inhuman or degrading treatment or punishment by the Chairperson of the United Nations Human<br />
Rights Commission in Geneva. This independent expert function is of an honorary nature.<br />
In addition to dealing with complaints from torture victims, their families and NGOs on a daily basis, the<br />
support work for the Special Rapporteur consists in extensive preparation and follow-up work in relation<br />
to fact finding missions carried out all over the world. In <strong>2008</strong>, Manfred Nowak and his team conducted<br />
in total three missions to Denmark and Greenland, Moldova and Equatorial Guinea in order to<br />
assess the situation regarding torture and conditions of detention in these countries and to offer his<br />
cooperation in eliminating the practice of torture. In March <strong>2008</strong>, Manfred Nowak presented his report<br />
on the missions to Paraguay (2006), Nigeria, Togo, Sri Lanka und Indonesia (2007) to the UN Human<br />
Rights Council in Geneva. In addition, he received very positive feedback on his main report on<br />
“Strengthening the protection of women from torture“. In his following mission to Denmark and his joint<br />
mission with the UN Special Rapporteur on Violence against Women to Moldova, he focused his work<br />
on the issues discussed in the report.<br />
