to bring together investigators <strong>and</strong> service sites.<br />

2. We recommend that priority be given to<br />

research <strong>on</strong> the factors that facilitate or impede<br />

the processes, transportability, or sustainability of<br />

evidence-based treatments. Factors identified may<br />

include extra-organizati<strong>on</strong>al factors (e.g.,<br />

stakeholder involvement, triage system),<br />

organizati<strong>on</strong>al factors, provider behavior factors<br />

(e.g., attitudes <strong>and</strong> readiness to change), <strong>and</strong><br />

family <strong>and</strong> child characteristics (e.g., attitudes,<br />

preferences, or co-occurring disorders) as they are<br />

related to disseminati<strong>on</strong> <strong>and</strong> uptake of effective<br />

clinical services. Such factors may guide the<br />

development of incentives to optimize the use <strong>and</strong><br />

sustainability of evidence-based treatments. Such<br />

research is especially needed in communities or<br />

populati<strong>on</strong>s where disparities in access to mental<br />

health care are prevalent, including minority<br />

communities <strong>and</strong> the uninsured.<br />

3. We recommend that NIMH c<strong>on</strong>sider the use<br />

of Small Business Innovati<strong>on</strong> <str<strong>on</strong>g>Research</str<strong>on</strong>g> program<br />

funds for deployment, method/analysis<br />

development, or disseminati<strong>on</strong> research to<br />

develop new commercial products <strong>and</strong> potentially<br />

exp<strong>and</strong> the range, functi<strong>on</strong>, <strong>and</strong> effectiveness of<br />

therapeutic services.<br />

4. We support c<strong>on</strong>tinued partnerships with<br />

other Federal agencies in order to capitalize <strong>on</strong><br />

their disseminati<strong>on</strong> arms. These agencies include<br />

those of HHS—CMHS/SAMSHA, AHRQ/HRSA,<br />

MCHB/HRSA, the Administrati<strong>on</strong> for <strong>Child</strong>ren <strong>and</strong><br />

Families, <strong>and</strong> other NIH Institutes—the Office of<br />

Special Educati<strong>on</strong> <strong>and</strong> Rehabilitative Services,<br />

Department of Educati<strong>on</strong>; <strong>and</strong> the Office of<br />

Juvenile Justice <strong>and</strong> Delinquency Preventi<strong>on</strong>,<br />

Department of Justice, to carry forward research<br />

advances in both policy <strong>and</strong> practice arenas.<br />

5. A highly visible, nati<strong>on</strong>al disseminati<strong>on</strong><br />

effort is needed. We recommend the creati<strong>on</strong> of a<br />

Disseminati<strong>on</strong> Center. The research focus of this<br />

center would include disseminati<strong>on</strong> <strong>and</strong><br />

sustainability studies, with a special focus <strong>on</strong><br />

underst<strong>and</strong>ing the validity of evidence-based<br />

treatments for minority populati<strong>on</strong>s. In order to<br />

c<strong>on</strong>duct these studies, theoretical <strong>and</strong> empirical<br />

literature <strong>on</strong> organizati<strong>on</strong>al <strong>and</strong> practice change<br />

will need to be critically <strong>and</strong> creatively addressed,<br />

<strong>and</strong> different approaches to diffusi<strong>on</strong> will need to<br />

be tested. Initial work by the center would be to<br />

identify experts in the change process from other<br />

fields <strong>and</strong> to utilize them in adopting or adapting<br />

the complex provisi<strong>on</strong> of mental health care<br />

services for targeted children <strong>and</strong> families.<br />
