its well-being. It is therefore not surprising that literature is replete with
researches, which have been carried out on Skills-Gap. Evans (2000) posits that a
large body of research and literature developed in this century around one key
concept, most usually labeled ‘Skills-Gap’ with all its related issues.
Nweke (2006) carried out an evaluative study of the implementation practices of
the economic policy of the manufacturing industry in Nigeria. His findings indicate
that although proper implementation of economic policy helped a lot in
improving performances in the manufacturing industry, the implementation of
the policy was problematic. He discovered that one of the major obstacles was
misunderstanding of economic ideals and its provisions. He also found that there
is still a subtle resistance to issues of indigenization provisions for the
manufacturing industry. Insufficient capital and non-availability of social
amenities were other problems besetting proper implementation of economic
policy. His findings underline the need for more evaluative studies of the current
economic policy provisions and implementation procedure in the Nigeria’s
manufacturing sector.
Empirical studies such as Nweke’s demonstrate the obvious need for continuous
evaluation of the implementation of the economic policy and the adverse effects
of improper implementation of the policy. It is this fact that has given justification
