In June, the Action Plan was given to Stroud District Council Officers for comments. The aim of this consultation was to enable the officers to advise on where their department would be able to support or act on the identified action. Whitminster Parish Council was given the plan seeking their comments and their recommendation to adopt it. In August, with all comments and amendments received, the plan was ready to undergo final editing. Following this, the Parish Council were invited to formally adopt the Whitminster Parish Plan and once adopted, the document was produced in printed and CD formats, and made available on the official village website. Volunteers to take part in community project groups will now be welcomed and sought by the Parish Council to take forward the issues and actions identified from the consultations in the Parish Plan, and to work with the Council and other organisations to resolve them. History of Whitminster The first settlement in Whitminster is thought to have been in place during Roman times, when the conquering army built the road now known as the A38, linking the South-west of England to the Midlands and beyond. The settlement probably being an outpost of Frocester built as a lookout for invaders coming up the Severn Estuary. The first mention of the settlement can be found in the Doomsday Book. Parts of the area adjacent to the Church are recorded as Wheatenhurst, which became more populated. Indeed, in times of extreme drought, the outline of house foundations can still be found in fields in the vicinity of the Church. The Whitminster Village Sign depicts: The Church, as the original centre of the village of Wheatenhurst. 2 Wheat Stooks to represent the Farming and Mills. A Wood, which is the meaning of „Hurst‟. With the Village name – Whitminster – which is as it is generally known today. Although predominately an agricultural area, much of the land was heavily wooded, nowadays all that is left is the Grove, off to the right of Grove Lane, and “Granny Shepherds”, a copse on the boundary of Manor Farm and Grove End Farm, close to the M5. As transport links grew, and the Roman Road (A38) became a route for stagecoaches and packhorses, the main part of the village moved from the area around the Church to alongside the road. From approximately 1604 „The Swan‟, now The Old Forge was a Staging Post where teams of horses were stabled. The „Red Talbot‟ later renamed the „George‟ and then the Whitminster Inn came into use as a Hostelry. With the advent of the motorcar in the twentieth century, the A38 became more the focal point of the Village. During the early twentieth century, a clock maker‟s and then a printing works were based at Whitminster Court in Grove Lane, A good example of a „Whitminster Clock‟ at one time could be seen in Winfields Seed Shop in Westgate Street in Gloucester. Local Government evolved over the centuries, the parish becoming part of the Wheatenhurst Union in 1835, which in 1935, was transferred with the rest of the Wheatenhurst Rural District to Gloucester Rural District. In 1974 the parish became part of the newly formed Stroud District Council area of Gloucestershire County. The area remained predominately rural and in agriculture, with, at one time eight farms in the village. Herds of cows walked up and down School Lane, and backwards and forwards across the A38 until about 1981. The Stroudwater Canal was built from Framilode, through Whitminster and on towards Stroud in the 1700‟s albeit with several changes of route through the grounds of Whitminster House, finally being closed in 1952. As Whitminster‟s population increased, housing was mainly concentrated in the A38/School Lane area, leading to the School being built in the mid 1840‟s. The present primary school building in School Lane was erected as a National School in 1849 with a private legacy of £1,040 from a Mr. C.O. Cambridge who had run and (History) Page 1 of 3
