1.6 <strong>SALGA</strong> FIVE-YEAR<br />

stRATEGY 2007-2012<br />

The <strong>SALGA</strong> strategic plan is made up of two components: the internal<br />

change agenda focused on improving the capacity of the organisation<br />

to better perform its functions; and the external change agenda<br />

focused on <strong>SALGA</strong>’s contribution to the governance and service<br />

delivery environment in accordance with its mandate.<br />

In 2006/7, <strong>SALGA</strong> initiated a change agenda that leveraged on the<br />

successes gained and challenges presented since its inception. The<br />

<strong>SALGA</strong> Five-Year Strategic Plan (2007 – 2012) was developed in<br />

order to facilitate the roll-out of the change agenda in a rigorous and<br />

systematic manner.<br />

Implementation of the five-year strategic plan finds expression in<br />

the annual business plans, which aim to build <strong>SALGA</strong>’s capacity to<br />

engage with its membership and national and provincial spheres of<br />

government on policy-formulation in areas that affect developmental<br />

local government. In 2009/10, <strong>SALGA</strong> further consolidated its change<br />

agenda by building its capacity to synthesise national and provincial<br />

trends, plans and policies into accessible, understandable knowledge<br />

products able to assist municipalities in developing and implementing<br />

their own policies in the national, continental and global context.<br />

Subsequent to the national and provincial government elections<br />

in 2009 and 2010, Cabinet approved the comprehensive Local<br />

Government Turn-Around Strategy (LGTAS) which was formulated<br />

by the Department of Cooperative Governance and Traditional Affairs<br />

(CoGTA) on 2 December 2009. In January 2010, Cabinet identified<br />

and prioritised 12 outcomes for the remaining years of the Medium<br />

Term Strategic Framework (MTSF):<br />

11 Create a better South Africa, a better Africa and a better world.<br />

12 An efficient, effective and development-oriented public service and an empowered, fair and inclusive citizenship.<br />

While local government is committed to contributing towards the<br />

achievement of all outcomes, particularly outcomes 4, 6, 7, 8 and<br />

10, outcome 9 is specifically applicable to local government. This<br />

outcome is underpinned by the Local Government Ten (10) Point<br />

Plan as presented to Cabinet at the January 2010 Lekgotla. The plan<br />

seeks to reinforce and support the implementation of the LGTAS<br />

and comprises 10 local government outputs and 44 corresponding<br />

performance indicators.<br />
