Informed by the Medium-Term Strategic Framework (MTSF) for<br />

2009-14, the Millennium Development Goals (MDGs) and the Local<br />

Government Turnaround Strategy (LGTAS), <strong>SALGA</strong> contextualised<br />

and incorporated these government priorities and their relevance<br />

to local government into its own mandated objectives, forming 10<br />

Priority Outcomes. These 10 strategic outcomes replace the 5-YLGSA<br />

priorities, in much the same way as COGTA replaced the 5-YLGSA<br />

with the LGTAS.<br />

The <strong>SALGA</strong> Change Agenda (Five Objectives) and <strong>SALGA</strong> Priority<br />

Outcomes (10 Outcomes) now become the central components of the<br />

revised <strong>SALGA</strong> Five-Year Strategic Plan (2007-2012), underpinning all<br />

future national business plans, including those for 2011/12. <strong>SALGA</strong>’s<br />

amended five-year strategic plan will provide a keen focus for its work<br />

as the organisation establishes a niche in a congested space where<br />

resource-constraints are a considerable challenge. Thus, <strong>SALGA</strong> will<br />

be better positioned to more effectively respond to the opportunities,<br />

challenges and imperatives with which local government will<br />

grapple over the next two years. These changes will also allow the<br />

organisation to effectively play its role in co-operative governance<br />

and in fostering effective partnerships with stakeholders in the local<br />

government sector, including other spheres of government. Having<br />

laid the strategic foundation to represent, support and advise local<br />

government, the 2010/11 business plan gave expression to <strong>SALGA</strong>’s<br />

ambition to play a decisive role in policy discourse in order to provide<br />

the necessary conditions for local government to effectively deliver on<br />

its constitutional mandate.<br />
