the longer-term. <strong>SALGA</strong> North West shared a revenue enhancement<br />

strategy with all municipalities in the province during Budget Week<br />

and a dedicated commission on revenue enhancement was formed to<br />

deliberate on pertinent issues.<br />

STABLE MUNICIPAL GOVERNANCE<br />

<strong>SALGA</strong> fully achieved 20 and partially achieved five of the 33 targets<br />

in this area and continues in its strive to implement pertinent and<br />

effective measures to ensure stable municipal governance in all of its<br />

member-municipalities.<br />

The aim of Operation Clean Audit technical committee is to provide<br />

a supportive role in ensuring that issues or problems experienced by<br />

municipalities are resolved to effect clean administration. In return,<br />

municipalities are responsible for implementing the recommended<br />

corrective measures and to periodically submit progress reports.<br />

Councillors Code of Conduct<br />

<strong>SALGA</strong> developed roles and responsibilities guidelines for councillors,<br />

which were approved by the National Executive Council on<br />

25 March 2011. <strong>SALGA</strong> Limpopo engaged with its municipalities<br />

through portfolio committees on the definitions of the roles and<br />

responsibilities for councillors and the functionality of ward committees.<br />

Guidelines on the Councillors Code of Conduct were distributed at a<br />

workshop held at Mbombela Municipality by <strong>SALGA</strong> Mpumalanga for<br />

all 21 municipalities on 19 November 2010, and six municipalities<br />

subsequently developed policies. As such, <strong>SALGA</strong> has clarified and<br />

streamlined the roles and responsibilities of municipal councillors and<br />

political office bearers by way of the Councillors Code of Conduct.<br />

Municipal restructuring<br />

Human Resource Management (HRM) policies<br />

<strong>SALGA</strong> developed and disseminated Human Resources Management<br />

(HRM) policies on retention, coaching, human capital management<br />

and performance management. Several papers have been reviewed in<br />

order to inform best practices against which to position these policies<br />

during the development phase and the policies are aimed at facilitating<br />

and guiding municipalities in ensuring compliance with applicable<br />

laws, regulations and good governance practices.<br />

Human Resource Management and Development strategy<br />

A <strong>SALGA</strong>-led project steering committee has drafted terms of<br />

reference to inform the procurement of the services of a provider to<br />

undertake the development of the human resources management<br />

and development (HRMD) strategy, which will facilitate the adoption<br />

and implementation of strategic, integrated and coherent human<br />

resources management systems across the local government sector.<br />

Additionally, <strong>SALGA</strong> Northern Cape launched Operation Clean Audit<br />

and established a provincial Operation Clean Audit steering committee<br />

with representation by all key role players, such a <strong>SALGA</strong>, the Advisory of<br />

the Auditor General, the Provincial Treasury, the provincial Department<br />

Technical support was provided to municipalities undergoing<br />

restructuring, namely the Tshwane, Kwungini/Nokeng Tsa Taemane<br />

merger, Kagisano/Malopo merger and the incorporation of the<br />

district management area into George Municipality. As a result of the<br />

assistance provided by <strong>SALGA</strong>, a blueprint for future restructuring has<br />

been developed to assist all future municipal restructuring processes,<br />

which has contributed to stable municipal governance by way of<br />

creating seamless transitions in local government.<br />

Ward delimitation process<br />

Municipalities were supported in complying with the delimitation<br />

process requirement to ensure timeous elections in 2011. <strong>SALGA</strong>’s<br />

governance and intergovernmental relations (IGR) provincial<br />

managers served on most delimitation committees, ensuring that the<br />

delimitation process was completed in time for the handover process<br />

to the Independent Electoral Commission (IEC) to enable smooth 2011<br />

local government elections.<br />

Professionalisation of local government<br />

<strong>SALGA</strong> developed and submitted inputs on the Municipal Systems<br />

Amendment (MSA) Bill dealing with professionalisation to the<br />

Portfolio Committee in Parliament in June 2010, supporting improved<br />

performance and professionalism in municipalities as articulated in<br />

Strategic Objective 3 of the Local Government Turn Around Strategy<br />

(LGTAS).<br />
