of healthy lifestyles and team work between employers and employees<br />
within the municipal works environment.<br />
Facilitating the research project on migration and its implications<br />
for service delivery<br />
<strong>SALGA</strong> Gauteng developed a draft positions paper on a migration<br />
policy position and framework to inform roundtable discussions on<br />
methods to facilitate social cohesion between communities of different<br />
origins so as to ensure access to municipal services for all. As part of<br />
its contribution in observance of Nelson Mandela Day, on 29 July 2010<br />
<strong>SALGA</strong> Northern Cape partnered with Nama Khoi Local Municipality<br />
in erecting school patrol traffic signs at the Okiep Primary School, was<br />
well as providing learners with patrol uniforms and sharing knowledge<br />
on matters of road safety.<br />
HIV and AIDS mainstreaming through the rollout of the HIV and<br />
AIDS Handbook<br />
<strong>SALGA</strong> coordinated training workshops on the HIV & AIDS Handbook,<br />
aimed at capacitating politicians and officials of local government<br />
on the mainstreaming of HIV and AIDS into local developmental<br />
programmes. The training workshops were conducted in two phases,<br />
with the first phase having taken place in the 2009/10 financial<br />
year in three provinces and the second having taken place in the<br />
2010/11 financial year in the remaining four provinces: Western Cape<br />
(08 - 09 November 2010); North West (11 - 12 November 2010);<br />
Limpopo (16 - 17 November 2010) and Northern Cape (07 - 08<br />
December 2010). The focus of the pilot project (first phase) was<br />
“train the trainer” and was attended by a total of 129 delegates,<br />
including councillors, mayors, Integrated Development Planning (IDP)<br />
managers and all heads of department, representing an overall total<br />
of 28 municipalities. The orientation workshops (second phase)<br />
were attended by a total of 124 delegates, including members of<br />
mayoral committees (MMCs) responsible for community and social<br />
development, transversal managers and coordinators, representing an<br />
overall total of 61 municipalities. The training created awareness on local<br />
government responses to HIV and AIDS and a better understanding of<br />
the concept of mainstreaming and its implementation. The training also<br />
assisted municipalities in understanding their role when responding<br />
to HIV and AIDS and, importantly, the training ensured sustained<br />
inclusion of HIV and AIDS at both a conceptual and practical level<br />
in municipal programmes, highlighting the importance of knowledge<br />
throughout the value chain of local governance - from politicians to<br />
officials. <strong>SALGA</strong> Western Cape hosted a two-day workshop facilitated<br />
by Themba Nkwinika of the Reflective Development Institute, which<br />
provided a background to the Handbook for Facilitating Development<br />
and Governance Response to HIV/AIDS, as well as an overview of<br />
the Framework for an Integrated Local Governance Response to HIV/<br />
AIDS. The workshop also focused on ensuring the mainstreaming<br />
of HIV/AIDS within municipalities and was attended by a total of 38<br />
councillors and officials.<br />
Municipal AIDS Councils<br />
Following an audit by <strong>SALGA</strong> of the existence and functionality of<br />
district and local municipal AIDS councils, a status quo report was<br />
compiled which indicated that the AIDS councils are largely not<br />
functional due to a number of reasons, primarily poor coordination and<br />
support from <strong>SALGA</strong>. This led to the development of the Guideline for<br />
the Coordination of Municipal Aids Councils, the purpose of which is<br />
to clarify the role of coordinators and advisors in guiding, supporting<br />
and encouraging municipalities to mainstream HIV and AIDS into<br />
their day-to-day functions and work in partnership with other sector<br />
departments and civil society organisations. The draft guideline was<br />
presented at the National Working Group meeting on 05 November<br />
2010 and subsequently distributed to the provinces for inputs and<br />
comments, with the final draft being approved at the National Working<br />
Group meeting from 15 - 16 March 2011. <strong>SALGA</strong>’s intervention has<br />
resulted in its programme managers providing improved coordination<br />
and support to municipalities with regards to improving the functionality<br />
of AIDS councils to better realise HIV and AIDS mainstreaming at both<br />
local and district levels, as well improving intersectoral partnership with<br />
other public sector departments and relevant civil society organisations.<br />
Overall, the application of the guideline will improve the functioning of<br />
district and local municipal AIDS councils and ultimately be evidenced<br />
in the greater mainstreaming of HIV and AIDS in municipal plans and<br />
programmes. On 24 March 2011 a workshop was held by <strong>SALGA</strong><br />
Western Cape, in conjunction with Theewaterskloof Municipality,<br />
which was attended by 13 councillors and three officials and aimed at<br />
providing assistance to the municipality in implementing the HIV/AIDS<br />
Country Guideline for Local Government, establish a local AIDS council<br />
and highlight ways in which HIV/AIDS can be mainstreamed within<br />
the municipality. <strong>SALGA</strong> Northern Cape conducted an assessment<br />
on the functionality and effectiveness of district and local municipal<br />
AIDS councils in the province and made specific recommendations<br />
to the Provincial Executive Committee and the Provincial Aids Council<br />
on areas for improvement, resulting in the Nama Kwa District Aids<br />
Council being successfully revived and relaunched on 21 October<br />
2010. Further, <strong>SALGA</strong> North West revived the Greater Taung Local<br />
AIDS Council on 23 February 2011 and the City of Matlosana Local<br />
AIDS Council on 25 February 2011, both of which will form the basis<br />
of assisting in the revival of an additional four local AIDS councils in<br />
2011/2012.<br />
