LAW ENFORCEMENT TRAINING WORKSHOP TIMETABLE
Law in Bai Tu Long National Park: Identification, Implementation and Methods
of Enforcement
19-21st August in Cai Rong, Van Don Island, Van Don District Quang Ninh Province
1. Purpose
1.1 To provide the Bai Tu Long Park Authority with management training in Park
Law identification, implementation and enforcement methods.
2. Objectives
2.1 To introduce the principles of biodiversity and its protection through the
National Park system.
2.2 Establish what the laws are in Bai Tu Long Bay and who has jurisdiction over
them.
2.3 Identify means of co-ordinating efforts with other enforcement bodies
2.4 Identify methods the Park Authority will employ in implementing National
Park Law, particularly ones that are community-based.
3. Justification
• At the workshop planning meeting held in April, the participants agreed upon law
enforcement and implementation as a main workshop priority. Law establishes the
Park Authorities legal rights and obligations towards protecting Bai Tu Long from
destructive practices. The legal framework for law implementation and
enforcement in Bai Tu Long Bay is particularly complicated as it contains both
marine and terrestrial ecosystems. An integrated protection management
programme has yet to be implemented. This gives the National Park a unique
opportunity for relevant authorities to identify and test new methodologies for
effective law enforcement.
