(3) Ifthenameofthepersonorpartnershipconcernedhasbeenchangedinaccordancewiththeprovisionsof<br />
anylawandtheregistrarissatisfiedthatnochangeofpersoninlawisimpliedinsuchchangeofname,theregistrarshallendorseonthesaiddeedorotherdocumentthatthenameofthepersonorpartnershiphasbeenchanged<br />
tothenamestatedintheapplicationand,iftheoldnameofsuchpersonorpartnershipappearsinanyotherdeed<br />
ordocumentregisteredinthatregistry,theregistrarshalllikewiseendorsethatdeedorotherdocumentandin<br />
eithercasemakecorrespondingentriesintheappropriateregisters.<br />
(4) Ifthenameofthepersonorpartnershipconcernedhasnotbeenchangedinaccordancewiththeprovisionsofanylaw,ortheregistrarisnotsatisfiedthatnochangeofpersoninlawisimpliedinsuchchangeof<br />
name,theregistrarshall,attheexpenseoftheapplicant,publishanoticeoftheapplicationonceintheGazette<br />
andthreetimesinanewspaperapprovedbyhim.<br />
(5) Ifanyobjectiontotheendorsementbeingmadeislodgedwiththeregistrarnotlaterthanoneweekafter<br />
thelastpublicationintheGazetteornewspaper,whichevermaybethelater,andsuchobjectionisintheopinion<br />
oftheregistrarbonafideandsufficientlymaterial,theregistrarmayrefusetomaketheendorsementexceptupon<br />
theauthorityofanorderofcourt,andthecourtshallhavejurisdictiontomakesuchorderinthematterasitmay<br />
deemjust.<br />
(6) Ifnosuchobjectionislodgedwithintheperiodmentionedinsubsection(5),orifintheopinionofthe<br />
registrarsuchobjectionisnotbonafideorisnotsufficientlymaterial.theregistrarshallmaketheendorsement<br />
andentriesasprovidedinsubsection(3).<br />
(7) Subjecttosectionsforty-twoandseventy-six,nochangeinthenameofanyimmovablepropertyshallbe<br />
recordedinadeedsregistry.<br />
76 Renumberingofproperties<br />
(1) If,afterhehasreceivedareportfromtheSurveyor-Generalandtheregistrarthatthenumberingordescriptionsofregisteredpropertiesinanydistricthavebecomecomplicated,theMinisterissatisfiedthatinthe<br />
publicinterestthepropertiesinthatdistrictshouldberenumbered,hemayauthorizetheamendmentoftherelevantgeneralplansanddiagramsbytheSurveyor-General.<br />
(2) AssoonasadiagramorgeneralplanhasbeenamendedbytheSurveyor-Generalinaccordancewithauthoritygrantedintermsofsubsection<br />
(1),theregistrarshallenterthenewnumberassignedtoeachregistered<br />
propertyinthatdistrictagainsttherelevantfoliointheregisterskeptinthedeedsregistryandshall,bynoticein<br />
the Gazetteandinanewspapercirculatinginthedistrictinwhichtheregisteredpropertiesaresituate,callupon<br />
allaffectedownersofregisteredpropertiesinthedistricttosubmitthetitledeedsunderwhichtheyho1dtheland,<br />
togetherwiththediagramdeedsandallotherdocumentsrelatingthereto,foramendmentwithinthreemonthsof<br />
thedateofpublicationofsuchnotice.Theregistrarshallnote,freeofcharge,uponthetitledeedsandallother<br />
documentssubmittedtohimandupontherelevantregistryduplicates,thenewnumberassignedtotheregistered<br />
propertyandtheSurveyor-Generalshallamendthediagramsthereof,butnoamendmentshallbemadewhich<br />
wouldhavetheeffectofamendinganyrightsofownership.<br />
(3) anyownerfailstosubmithistitledeedandotherdocumentsforamendmentwithintheperiodmentioned<br />
insubsection(2),theregistrarshallimpoundsuchtitledeedandotherdocumentswhentheyarepresentedtohim<br />
foranyactofregistrationandmayretainsuchdeedandotherdocumentsuntiltheamendmentsauthorizedbythis<br />
sectionhavebeenmadeanduntilsuchownerhaspaidsuchfeeasmaybeprescribedinrespectthereof.<br />
77 Deletionofconditionsoftitle<br />
(1) Notwithstandinganythingtothecontraryinthis<strong>Act</strong>,ifaregistrarisoftheopinionthat—<br />
(a) anyconditionsubjecttowhichanapplicationforatownshiphasbeengrantedintermsofPartIIIofthe<br />
Town and Country Planning <strong>Act</strong> [<strong>Chapter</strong>213 of 1974] or the Town Planning <strong>Act</strong> [<strong>Chapter</strong>103 of<br />
1939]isnolongerofanyforceoreffect,hemay,afterconsultationwiththeDirectorofPhysicalPlanning,deletethatconditionintheconditionsofestablishmentofthetownshipconcernedandanystandin<br />
thattownshipwhichisthereaftertransferredshallnotbesubjecttotheconditionsodeleted;or<br />
(b) anyconditionregisteredinthetitledeedtoanyimmovablepropertyshouldnothavebeensoregistered<br />
orisnolongerofanyforceoreffect,heshalldeletethatconditionfromthesaidtitledeedorrequireitto<br />
beomittedfromanysubsequenttitledeedtothatimmovablepropertyoranyportionthereof.<br />
(2) Ifaregistrarisoftheopinionthattherightsofanypersonmaybeaffectedbyanyactiontakenintermsof<br />
subsection(1),heshallpublish,intheGazetteandina`newspapercirculatinginthearea,noticeoftheproposed<br />
deletioncallinguponanypersonaffectedwhohasanyobjectiontotheproposeddeletiontolodgehisobjections<br />
inwritingwiththeregistrarnotlaterthansuchdate,beingnotlessthanonemonthofthedateofthepublicationof<br />
thenoticeintheGazette,asmaybespecifiedinthatnotice.<br />
(3) Wherenoticehasbeengivenintermsofsubsection(2)ofanyproposeddeletion,theregistrarshallconsiderallobjectionslodgedwithhimintermsofthatsubsectionandshall,subjecttosectioneighty-three,make<br />
suchdecisionashedeemsfitandnotifytheobjectorofthedecisionsomade.<br />
78 Attestationofpowersofattorney<br />
Powersofattorneytopassdeedsortodoanyactinconnectionwithadeedsregistryshall—
