Stone was not alone in his
objection to the CDF study.
“The study was very one sided
and not a balanced approach,”
said 4th District Supervisor Roy
Wilson.
At its Nov. 8 meeting, the
board discussed and argued the
possibility of creating a separate
County fire department. But it
spent more time debating and
disputing CDF’s recommendations
for moving its air resources
to March ARB.
Ultimately, the board signaled
its willingness to continue
its longtime relationship with
CDF.
To formalize this stance,
Stone presented another resolution
at the Nov. 15 board
meeting to reaffirm its directive
to CDF to cease its efforts to
relocate its air tankers to March
In December, Geldert proposed
a third study of the potential
move. Before making
a decision on moving its air
attack equipment, Geldert asked
the California Board of Forestry
(BoF) to conduct a review of the
July and October reports.
“I hope they’re not doing
a third study,” said Stone. “If
their study finds [moving the
air equipment] is a wash, why
not err on the side of Riverside.
That’s what the majority of the
board wants.”
AUTO
Further complicating the
decision is Geldert’s resignation.
His retirement was effective Jan.
1. Geldert, a former Oceanside
firefighter, was appointed CDF
director in June 2004.
If the move occurs, CDF
would not be the first fire agency
to abandon Hemet-Ryan. Several
years ago, the Forest Service
moved its air tankers from
Hemet-Ryan and located them
in San Bernardino at the former
Norton Air Force Base. This
equipment is larger than the
CDF aircraft and can use the
larger runways.
CDF established its air attack
base at Hemet-Ryan in 1959.
Currently, it responds to more
than 100 calls per year and the
helitack responds to 150 calls
per year.
Water study
The San Jacinto Mountain
Area Water Study Agency (WSA)
completed a Water Resource
Management Plan (WRMP)
this spring that generated controversy
between two of its
members and ended the year
questioning its future.
The WRMP was completed
in May and submitted to the
State Department of Water
Resources (DWR) which provided
the $225,000 for the study.
The award was made in the
fall of 2003. Led by project
manager Sam Gershon, senior
vice-president of Albert A Webb
Associates, work began almost
immediately.
The WSA proposal requested
funds to develop a plan to serve
as a blueprint for the residents
of the Fern Valley, Idyllwild and
Pine Cove water districts and to
reduce the threat of critical water
shortages such as the districts
faced during 2003 and 2004.
The WRMP documented
the three water districts’ historic
water use and production and
estimated future water demands
during both normal and critically
dry periods. Based on the
projected needs, the authors
recommended various means
to supply the additional water.
The study found that during
normal precipitation periods, the
current water production and
projected production estimates
are adequate to supply future
estimated water demands for all
three districts.
The study assumed the demand
for water on the Hill
will continue to grow between
now and 2020. Some new construction,
as well as part-time
residents converting to full-time,
contribute to the steady growth.
Sufficient water should be available
during normal weather
conditions.
During critically dry periods,
the districts may need to add
water sources, to expand current
water storage capacities,
or to restrict or reduce water
demand.
“There is no problem in an
average year,” reported Shane
Bloomfield, Webb associate engineer.
“The supply system can
provide water to meet this demand.”
However, when the current
drought effects are considered
on supply and demand, a possible
significant imbalance could
occur.
During these excessively dry
periods (such as 1999 to 2004),
the three water districts will
likely have enough future water
supply to meet projected annual
demands; but each will fall short
of projected peak day demands,
according to Webb’s study.
The most likely water sources
are new groundwater wells.
Surface water may be another,
but limited, source for FVWD
and IWD.
IWD has a pre-1914 water
appropriation totaling nearly
3,590 gallons per minute. The
district has never and is unable
to divert that much water for several
reasons. Most importantly,
the district does not have the
capacity at Foster Lake or raw
water tanks to store more water.
In many normal or wet years,
IWD permits the preponderance
of its water to flow off the Hill
