Creature corner By Jane Stonehill Tinker Bell is a darling, 4-year-old Shih Tzu-mix. She is gentle, quiet and very loving. Tink wants a quiet home where someone is available to hold her most of the time. She is a pretty soft beige color. Call ARF or see her on weekends at ARF headquarters on adoption day. (951) 659-1122. Sandy, too, is looking for a home. This tan-colored, Chihuahua-mix is about 2 years old and she weighs 14 pounds. Sandy is truly charming and affectionate. 659-1122. Dakota, a gorgeous Siberian-husky-shepherd-mix, desperately needs a home. She would like a male dog companion and a chance to have a place in a family home. She is well-behaved and loving. Her time is very short and difficult decisions will be made soon regarding this great dog. Call right away if you have a foster home or place. Amy, a 10-year-old border-colliemix, recently lost her owner. Sad and grieving, Amy is in a kind foster home, but needs a home soon. She is a friendly, healthy house dog, well-behaved and quiet in the house. She prefers a quiet home without cats and perhaps no other dogs to bother her. 659-1122. Vicky, a corgi-mix, and her daughter, Stacy, are loving, quiet and accustomed to being outside. But with a refresher course in house-training, they could become the house dogs they long to be. Bonnie and Clyde, sibling Lab-shepherd-mix dogs, are just about out of time in their present situation. They must find a home, preferably together, very soon. Always together, these great dogs are housebroken and friendly with everyone. A foster home and permanent placement are desperately needed. 659-1122. Rosa and Louise, charming tortoise-shell cats, still need a home together. Gentle and very affectionate, they are champion purrers. See them at the ARF office this weekend between 11 a.m. and 4 p.m. during adoption days. Sarah is an older, yellow Lab rescued and brought to ARF this week. Abandoned with just a bowl of water beside her, she was left on a busy road to fend for herself. She is very loving and forgiving of the brute who abandoned her. Beautiful, gentle and sweet, Sarah will need a home after she has had some basic veterinary care. She deserves the best. 659-1122. Review Continued from page 11 The Healthy Forest Restoration Acts of 2003, and of 2004, streamlined the process for initiating fuels reduction projects. As part of the Act, agencies with a completed Community Wildfire Protection Plan (CWPP) can secure more hazardous fuels abatement money. Fire protection agencies made CWPP a priority for 2005. In July 2004, the Mountain Communities Fire Safe Council (MCFSC) agreed to prepare the CWPP for the Hill. At a March meeting, the MCFSC agreed with other agencies to look into hiring a consultant to complete the CWPP. The areas included in the CWPP were Idyllwild, Fern Valley, Pine Cove, Mountain Center and Pinyon. By August, the MCFSC announced that it was working with a private-sector geographic and digital mapping firm based in Redlands to prepare the plan. The CWPP is a plan for an at-risk community that: Is developed within the context of the collaborative agreements and guidance Heber G. Dunn, D.D.S. established by the Wildland Fire Leadership Council and agreed to by the applicable local government, local fire department, and state agency responsible for forest management, in consultation with the interested parties and the federal land management agencies managing land in the vicinity of the at-risk community. Several agencies began Hill fuels reduction projects. The Forest Service moved forward with several fuel reduction projects including: the North Fork project, the Highway 243 project (aimed to aid evacuation in case of a fire), and the Southridge project. These projects were open for public comment. The Center for Biological Diversity (CBD) objected to the North Fork project without an environmental impact statement, as would have been required under the National Environmental Policy Act, the Act that came prior to Bush’s Healthy Forests Restoration Act. The area he saw was actually heavily thinned because of its vicinity to homes. “This is an intensive forest reduction zone,” said Gregg Castleberry, assistant ranger for the San Jacinto Ranger District. “This occurs only next to communities. It’s a 200- to 600-foot-wide transition zone into less intensive thinning.” The Natural Resources Conservation Service (NRCS), a federal agency, moved forward with several fuel reduction projects including: Pietrok, Idyllwild Arts, Saunders Meadow, Fern Valley Water District, Idyllwild Arts South and Lia Hona. The NRCS is continuing to fund projects on the Hill. The California State Park system began clearing campgrounds as well. Southern California Edison also cleared fuels from around power lines. Heavy storm weather beginning in January posed another obstacle for fire crews and abaters. The San 54805 North Circle Dr. Bernardino National Forest received $6.2 million to repair more than 143 roads washed out due to storms, including 39 in the San Jacinto district. In mid-June, a multiagency field drill tested the departments’ equipment and an evacuation plan, and identifed ways fire protection could be improved on the Hill. The CDF, Idyllwild Fire Department, the Riverside County Fire Department, the Riverside County Sheriff ’s Department, the California Highway Patrol, the Bureau of Land Management, San Bernardino National Forest Fire and Aviation Management, and Riverside Emergency Animal Rescue Services all participated, and the drill was deemed a huge success. In August, the San Bernardino National Forest announced that Forest Supervisor Gene Zimmerman would retire by the end of the year. Jeane Wade Evans, would replace him and start on Oct. 2. Evans began her career with the Forest Service in 1977 and left her job in Washington, D.C., as program manager for fuels on the Forest Service’s Fire and Aviation Management staff. Bryan L.
