occupied, The A Desk Yardmaster must be contacted to<br />

determine if <strong>the</strong> Remote Control Zone has been activated.<br />

Templin Terminals—This is a circular track (balloon)<br />

approximately 7200 feet in length. Cars may be set out going<br />

in ei<strong>the</strong>r direction. Electric locks are located at MP 62.59 and<br />

MP 62.86 for access. There are switch point derails located on<br />

<strong>the</strong> east and west turnout tracks between main line switches<br />

and inside crossover switches.<br />

Ritzville—When spotting <strong>the</strong> elevator do not leave any cars<br />

between Jefferson and Adams Streets (<strong>the</strong> two west<br />

crossings).<br />

All westbound trains on <strong>the</strong> siding at Ritzville, make sure <strong>the</strong><br />

gates are down before entering Columbia Street Crossing.<br />

Crew Switching at CFI Industries—All crews switching at<br />

CFI Industries at Tokio must be equipped with a half mask<br />

respirator (equipped with ammonia cartridges). This half mask<br />

may be worn with prescription glasses and must be worn<br />

when switching inside <strong>the</strong> gates <strong>of</strong> <strong>the</strong> plant.<br />

Any employee called for Trains LWAS8301, who has not been<br />

fitted for a respirator, must report to work one-half hour early,<br />

clean shaven in order to be properly fitted with a respirator.<br />

Sprague—When stopping on <strong>the</strong> mainline at Sprague, do not<br />

block <strong>the</strong> Old Highway Crossing for any period <strong>of</strong> time<br />

exceeding five (5) minutes between <strong>the</strong> hours <strong>of</strong> 0715-0815<br />

hours and 1530-1630 hours. The crossing must be cut if<br />

necessary.<br />

Missile Base-Mainline Rock and Ballast Pit—This is a<br />

circular track (balloon) approximately 4,900 feet in length. Cars<br />

may be set out going ei<strong>the</strong>r direction. Derails are set inside<br />

clearance points.<br />

Dynamic Braking—In order to comply with minimum dynamic<br />

brake requirements for trains on <strong>the</strong> Hi Line, Stampede, and<br />

Scenic Subdivisions, crews on such trains, before departing<br />

Seattle (Interbay), Tacoma, Havre, Sandpoint (if originating<br />

from MRL RR), Spokane (if train originates at Spokane), or<br />

Pasco (if train originates at Pasco), must:<br />

1. Inspect locomotive consist before departing locations<br />

outlined above and determine if any locomotives in<br />

consist have dynamic brakes cut out and/or are tagged<br />

defective. (Cut out traction motor(s) on DC locomotives<br />

results in inoperative dynamic brake). NOTE: Before<br />

cutting in a dynamic brake found cut out but not tagged<br />

defective, contact Mechanical Help Desk and be<br />

governed by that supervisor’s instruction.<br />

2. If any locomotive in consist found not to have an<br />

operative dynamic brake, immediately report this fact to<br />

local mechanical forces and Mechanical Help Desk.<br />

3. Any dynamic brake failure that occurs enroute<br />

<strong>the</strong>reafter must be reported to <strong>the</strong> Mechanical Help<br />

Desk.<br />

4. All relieving locomotive consist is not required if this<br />

information concerning dynamic brakes <strong>of</strong> consist is left<br />

on controlling locomotive.<br />

Dynamic brake limitation is now at 28 axles per consist for all<br />

trains on <strong>the</strong> BNSF, per Air Brake & Train Handling Rule<br />

1<strong>03</strong>.2.1, Item B. When mechanical personnel makeup<br />

locomotive consist and/or perform daily inspection <strong>of</strong><br />

locomotive consists:<br />

1. Where locomotive consists are make up by mechanical<br />

personnel, mechanical personnel will set up locomotive<br />

consist in compliance with 28 axle dynamic brake<br />

limitation (if more than 28 rated DB axles in consist)<br />

along with <strong>the</strong> o<strong>the</strong>r consist set up procedures for each<br />

locomotive in <strong>the</strong> consist.<br />

2. During that inspection, mechanical personnel note all<br />

defective dynamic brakes in consist when consist is<br />

initially made up and leave this information on controlling<br />

locomotive for <strong>the</strong> locomotive engineer.<br />

3. Local terminal operating supervision at Havre, Spokane<br />

and Seattle will communicate to mechanical personnel<br />

<strong>the</strong> minimum dynamic brake requirements for<br />

locomotive consist being built for trains requiring a<br />

minimum number <strong>of</strong> DB axles for <strong>the</strong> heavy grade<br />

territories.<br />

Flash Flood Warnings—Refer to Item 33 <strong>of</strong> <strong>the</strong> System<br />

Special Instructions. The following locations have been identified<br />

as “critical areas” and are limited to restricted speed:<br />

Recommended Roll-By Inspection Locations—<br />

Glade—Pull train up to within 400 feet <strong>of</strong> <strong>the</strong> block signal.<br />

West Connell—Do not inspect from <strong>the</strong> north side. On <strong>the</strong><br />

south side, pull train up beyond loading dock.<br />

West Cunningham—Inspection only from <strong>the</strong> north side.<br />

East Paha—Inspection only from <strong>the</strong> north side.<br />

East Tokio—Inspection only from <strong>the</strong> north side.<br />

West Sprague—Inspection only from <strong>the</strong> north side.<br />

East Sprague—Inspection only from <strong>the</strong> north side.<br />

East Babb—On <strong>the</strong> north side, inspect train from siding only.<br />
