6. FRA Excepted Track<br />

All yard tracks—Kennewick, Gibbon, Prosser, Mabton,<br />

Toppenish, Parker, Yakima, including all UPRR tracks except<br />

Tracks 101 and Hi Line Track <strong>11</strong>3, Pomona (except track 701),<br />

Wymer (except siding track 710), Thrall (all tracks 30 feet from<br />

<strong>the</strong> main track), Ellensburg except Siding Extension Track 739,<br />

Moxee City Line between MP 0.0 to MP 1.5 (all tracks) and<br />

Naches Line between MP 0.0 and MP 3.0 (all tracks).<br />

7. Special Conditions<br />

Between SP&S Jct. and Ellensburg<br />

Westbound trains departing Pasco must notify <strong>the</strong> dispatcher<br />

<strong>of</strong> <strong>the</strong>ir departure time from Pasco prior to passing Vista.<br />

Westward trains departing Pasco must have an authority track<br />

warrant for movement beyond SP&S Jct. prior to departure.<br />

Kennewick—All trains destined Pasco will channel 89 to<br />

request permission to enter Pasco Yard and yard track<br />

destination from <strong>the</strong> Pasco control operator prior to departing<br />

MP 3.2 Fruitland Street Kennewick.<br />

Access to UPRR operation to Richland Jct. and Hanford Rail<br />

System will be track 1043 via track 1058 at West Kennewick.<br />

Richland Jct, Authorization for Entry to Hanford Rail<br />

System for Movement to Richland—Access will be by<br />

possession <strong>of</strong> <strong>the</strong> switch key and/or staff located in <strong>the</strong> UPRR<br />

Bungalow in accordance with instructions posted by Hanford<br />

Rail System operator. Upon entry and while operating on<br />

Hanford Rail System, train crew must have <strong>the</strong> switch key<br />

and/or staff in <strong>the</strong>ir possession to prevent o<strong>the</strong>r train<br />

movements on <strong>the</strong> track. When leaving <strong>the</strong> Hanford Rail<br />

System, <strong>the</strong> switch key and/or staff must be returned to <strong>the</strong><br />

UPRR Bungalow. Unsafe conditions, signal malfunctions or<br />

missing switch key and/or staff must be reported to<br />

Trainmaster at Pasco or Yakima immediately.<br />

Badger—The west switch <strong>of</strong> Track 2528 (former siding) has<br />

been removed from service.<br />

Gibbon—Trains picking up or setting out must not block<br />

crossings. The east crossing is Hanson Road located at MP<br />

33.67, 900 feet west <strong>of</strong> east switch for Track 2541. The west<br />

crossing is a private crossing located at MP 35.53, 900 feet<br />

west <strong>of</strong> west switch <strong>of</strong> Track 2541. The distance between<br />

Hanson Road and <strong>the</strong> Granger Sub Jct. switch is 5,750 feet.<br />

The total distance between <strong>the</strong> two crossings is 9,650 feet.<br />

When setting out B/O cars, spot car to jacking pads located at<br />

east end <strong>of</strong> Track 2543.<br />

Mabton—When setting out B/O cars, spot cars to jacking<br />

pads located at east end <strong>of</strong> track.<br />

Toppenish—Interchange with Toppenish, Simcoe and<br />

Western <strong>Railroad</strong> (TSWR) will be on <strong>the</strong> TSWR track (Track<br />

2690) immediately west <strong>of</strong> <strong>the</strong> derail.<br />

When switching LSI Track 2610, leave train clear <strong>of</strong> Buena<br />

Way crossing. Do not leave train on main track at Toppenish<br />

Ave., account crossing signals are continuously activated.<br />

Between Parker and Selah—Westbound trains at MP 84<br />

between Parker and Yakima, sign has been placed ‘Broadcast<br />

Approach Channel 19’.<br />

Eastbound trains at MP 93 between Selah and Yakima, sign<br />

has been placed ‘Broadcast Approach Channel 19’.<br />

Westbound trains passing sign at MP 84 and Eastbound trains<br />

passing sign at MP 93 will turn <strong>the</strong>ir radio to Channel 19 and<br />

broadcast <strong>the</strong>ir train approaching Yakima by stating, for<br />

example, “BNSF 4435 West passing Union Gap, over” for<br />

Westbound movement or “BNSF 4910 East passing Selah<br />

Gap, over” for Eastbound movement. Crew will wait for a<br />

response from <strong>the</strong> Yakima Emergency Services Command<br />

Center who will state “Yakima Command Center received, out”.<br />

If no acknowledgment from Command Center is received,<br />

crew member will repeat <strong>the</strong> broadcast and state “out” and<br />

return <strong>the</strong>ir radio to main line radio channel 76. At all times, a<br />

minimum <strong>of</strong> one radio will remain on <strong>the</strong> main line channel.<br />

Yakima—In <strong>the</strong> east yard and UPRR Yard, a minimum <strong>of</strong> two<br />

hand brakes must be applied all cuts <strong>of</strong> cars in yard tracks.<br />

Yakima Close Clearance—At Yakima Precast Track 223 and<br />

Western Materials Track 220, will not clear a person on <strong>the</strong><br />

side <strong>of</strong> car. Do not pass <strong>the</strong> “No Admittance” sign located at<br />

<strong>the</strong> cement silo at Yakima Precast track 223 account low<br />

overhead clearance will not clear a person on a high ladder.<br />

Boise Cascade saw and chip tracks, Tracks 401 and 4<strong>03</strong> will<br />

not clear a person on side <strong>of</strong> car.<br />

East Yard Track <strong>11</strong>1, leave two car lengths minimum between<br />

derail and on west end and <strong>the</strong> west car.<br />

Track 101 East End, <strong>the</strong> normal position for <strong>the</strong> switch is lined<br />

and locked for Track 101 and <strong>the</strong> sand track switch Track 156<br />

must be lined and locked for Track 156 as this track is used as<br />

<strong>the</strong> East derail for <strong>the</strong> East Yard. When not in use, <strong>the</strong> switch at<br />

Steiners Track 155 must be lined and locked for <strong>the</strong> Sand<br />

Track 156. When switching industries <strong>of</strong>f <strong>the</strong> Hi Line Track<br />

<strong>11</strong>3, stop and wait for signals to activate before occupying <strong>the</strong><br />

crossings.<br />

Cars must not be left between <strong>the</strong> main track switch at Hanson<br />

Fruit Track 154 and <strong>the</strong> Hass private crossing on Hanson Fruit<br />

Track 153 as cars will not clear <strong>the</strong> Washington Street circuit<br />

and will shorten <strong>the</strong> visual approach for <strong>the</strong> main track at<br />

Washington Street.<br />

When switching or stopping on <strong>the</strong> main track between Yakima<br />

Avenue and “I” Street, flagging must be provided until gates<br />

have completely lowered.<br />

Yakima UPRR Tracks—Yard tracks 310, 312, 313, 315 and<br />

316 can be used from <strong>the</strong> east end only.<br />

Track 329—Switch will be lined for 329 when not in use to act<br />

as a derail for UPRR and yard tracks.<br />

Yakima—Between MP 90.87 and MP 89.96, <strong>the</strong> following<br />

crossings are “Quiet Crossings”. Whistle blowing is prohibited,<br />

but ringing <strong>of</strong> bell continuously is required:<br />

Lincoln Street<br />
