Bridge must not be lowered by maintenance personnel or <strong>the</strong><br />

75 ft. approach circuit occupied until advised by <strong>the</strong><br />

Bridgetender on Bridge 1 at Pasco that river traffic is clear.<br />

After advised by <strong>the</strong> Bridgetender, or if unable to make contact<br />

via radio, be governed by instructions posted on Maintenance<br />

<strong>of</strong> Way control boxes located on each end <strong>of</strong> <strong>the</strong> drawspan.<br />

Trains from Union Pacific <strong>Railroad</strong> must not enter release<br />

section at O.T. Junction if restricted by opposing train<br />

movement until movement clears O.T. Junction. Northward<br />

Union Pacific trains must report to <strong>the</strong> Oregon Branch<br />

Dispatcher when clear <strong>of</strong> <strong>the</strong> “Overlap” sign on Union Pacific<br />

<strong>Railroad</strong> after leaving <strong>the</strong> Oregon Trunk Subdivision.<br />

The Bridgetender on Bridge 1 at Pasco may be contacted on<br />

<strong>the</strong> Oregon Branch Dispatcher’s radio, Channel 66.<br />

4. General Code <strong>of</strong> Operating Rules Items<br />

Test Mile Locations<br />

MP 24.2Z to MP 25.2Z<br />

Rule 6.10—In addition to <strong>the</strong> requirements <strong>of</strong> General Code <strong>of</strong><br />

Operating Rule 6.10 and to Signal Switch Awareness Form,<br />

<strong>the</strong> Conductor must do <strong>the</strong> following:<br />

- After passing <strong>the</strong> last station, but at least 2 miles from <strong>the</strong><br />

limits <strong>of</strong> authority granted by a Track Warrant, <strong>the</strong> Conductor<br />

must review Track Warrant(s) that his/her train is operating<br />

under with <strong>the</strong> Engineer and <strong>the</strong> Engineer must verbally<br />

acknowledge understanding <strong>of</strong> all items on <strong>the</strong> Track<br />

Warrant(s). After receiving verbal acknowledgment from <strong>the</strong><br />

Engineer, <strong>the</strong> Conductor will enter time, date, and his/her initials<br />

on <strong>the</strong> Track Warrant(s).<br />

- Before departing from a siding or when holding <strong>the</strong> main track<br />

at a station before departing that station, <strong>the</strong> Conductor must<br />

review Track Warrant(s) that his/her train will be operating<br />

under with <strong>the</strong> Engineer and <strong>the</strong> Engineer must verbally<br />

acknowledge understanding <strong>of</strong> all items listed on <strong>the</strong> Track<br />

Warrant(s). After receiving verbal acknowledgment from <strong>the</strong><br />

Engineer, <strong>the</strong> Conductor will enter time, date, and his/her initials<br />

on <strong>the</strong> Track Warrant(s).<br />

Upon completion <strong>of</strong> tour <strong>of</strong> duty, arrange to submit all Track<br />

Warrants and Signal/Switch Awareness Forms to proper<br />

authority.<br />

Rule 6.19—When flagging is required, distance will be 1.0 mile<br />

between Wishram and Round Butte and 2.0 miles between<br />

Round Butte and Chemult.<br />

Rule 6.28—in effect:<br />

On <strong>the</strong> East Leg <strong>of</strong> <strong>the</strong> Wye, between <strong>the</strong> Fallbridge<br />

Subdivision and MP 0.4 on <strong>the</strong> Oregon Trunk Subdivision.<br />

Rule 15.1—OT Jct.—Southward Union Pacific trains will<br />

receive track warrant at <strong>the</strong> Dalles.<br />

7. Special Conditions<br />

On <strong>the</strong> East Leg <strong>of</strong> <strong>the</strong> Wye, between <strong>the</strong> Fallbridge<br />

Subdivision and MP 0.4 on <strong>the</strong> Oregon Trunk subdivision,<br />

movements will be under GCOR Rule 6.28.<br />

MP 1.8—DO NOT block <strong>the</strong> Celilo Village crossing between<br />

<strong>the</strong> hours <strong>of</strong> 0635 and 0650 and 1550 and 1605, Monday<br />

though Friday, when school is in session, to allow school bus<br />

access.<br />

Between OT Jct. AND Chemult—Loaded garbage trains,<br />

loaded unit grain trains, loaded beet trains or freight trains<br />

handling one or more loaded grain pools will hold <strong>the</strong> main line<br />

when meeting, passing, or being passed by o<strong>the</strong>r trains,<br />

except when authorized by train dispatcher.<br />

Between OT Jct. and South Jct. - When required to set out<br />

cars, do not block access to set<strong>of</strong>fs.<br />

OT JCT.—In order to eliminate potential delay to marine traffic,<br />

Northward trains destined <strong>the</strong> Fallbridge Subdivision must<br />

contact <strong>the</strong> Pasco West Dispatcher prior to entering <strong>the</strong><br />

automatic interlocking to determine if <strong>the</strong>y will be delayed<br />

entering <strong>the</strong> Fallbridge Subdivision.<br />

Moody—Siding must not be blocked between North Switch<br />

and Industry track.<br />

Cascan—Northward trains pull all <strong>the</strong> way to <strong>the</strong> fluorescent<br />

red line at north end <strong>of</strong> yard, or fur<strong>the</strong>r, to ensure that lead and<br />

switches are not fouled when parking train.<br />

Beal—When handling dimensional shipments on siding, look<br />

out for close clearance at loading device overhanging siding.<br />

TONNAGE LIMITS ARE AS FOLLOWS FROM SOUTH JCT.<br />

TO MADRAS—<br />

SOUTHWARD<br />

Manifest/Intermodal Trains:<br />

Without distributed power/helpers—7,000 tons<br />

With helpers/distributed power on rear—9,500 tons<br />

With helpers/distributed power cut in—12,000 tons<br />

Loaded Unit bulk Commodity Trains:<br />

Same as above, except<br />

With helpers/distributed power cut in—15,000 tons<br />

Note: Helpers may also be cut in if tonnage is less than 9,500<br />

tons.<br />

TRAIN INSPECTIONS - A member <strong>of</strong> inbound crews on<br />

through trains operating cabooseless will give <strong>the</strong> outbound<br />

train a roll-by inspection and advise outbound crew <strong>the</strong><br />

condition <strong>of</strong> <strong>the</strong> train, unless outbound crew will not be<br />

immediately available or inbound crew is o<strong>the</strong>rwise relieved <strong>of</strong><br />

duties.<br />

CLOSE CLEARANCE - May exist on all auxiliary tracks.<br />

HAZARDOUS MATERIAL - Oregon Vehicle Code 824.084;<br />

Visual external inspections required on all cars standing in rail<br />

yards or stations more than two hours. Each rail car<br />

containing hazardous material and bearing an “Explosive A”,<br />

“Flammable Gas” or “Poison Gas” placard as required by<br />

federal regulation, and which remains in a rail yard or station<br />

for more than two hours, shall be visually inspected<br />

externally by <strong>the</strong> transporting railroad within two hours <strong>of</strong> <strong>the</strong><br />

car’s arrival and within two hours <strong>of</strong> <strong>the</strong> car’s departure.<br />

As part <strong>of</strong> <strong>the</strong> implementation <strong>of</strong> <strong>the</strong> visual inspection<br />

requirements <strong>of</strong> OVC 824.084, <strong>the</strong> required inspections, if not<br />

carman is on duty, shall be made by member <strong>of</strong> <strong>the</strong> train or<br />

switch crew at each yard or station where <strong>the</strong> affected rail car<br />

terminated or originated. The person making <strong>the</strong> inspection<br />

shall ascertain whe<strong>the</strong>r <strong>the</strong>re is any evidence or signs <strong>of</strong>
