70 NORTHWEST DIVISION—No. 2—November 5, 20<strong>03</strong>—Spokane Subdivision<br />

Dynamic brake limitation is now at 28 axles per consist for all<br />

trains on <strong>the</strong> BNSF, per Air Brake & Train Handling Rule<br />

1<strong>03</strong>.2.1, Item B. When mechanical personnel makeup<br />

locomotive consist and/or perform daily inspection <strong>of</strong><br />

locomotive consists:<br />

1. Where locomotive consists are make up by mechanical<br />

personnel, mechanical personnel will set up locomotive<br />

consist in compliance with 28-axle dynamic brake<br />

limitation (if more than 28 rated DB axles in consist)<br />

along with <strong>the</strong> o<strong>the</strong>r consist set up procedures for each<br />

locomotive in <strong>the</strong> consist.<br />

2. During that inspection, mechanical personnel note all<br />

defective dynamic brakes in consist when consist is<br />

initially made up and leave this information on controlling<br />

locomotive for <strong>the</strong> locomotive engineer.<br />

3. Local terminal operating supervision at Havre, Spokane<br />

and Seattle will communicate to mechanical personnel <strong>the</strong><br />

minimum dynamic brake requirements for locomotive<br />

consist being built for trains requiring a minimum number<br />

<strong>of</strong> DB axles for <strong>the</strong> heavy grade territories.<br />

Spokane—Within city limits, GCOR Rule 5.8 applies at all<br />

public crossings including Havanna Street.<br />

Outbound train crews, for trains destined west via Wenatchee<br />

or Pasco, must have a record <strong>of</strong> ETD test as per ABTH Rules.<br />

All trains and/or engines will get permission from <strong>the</strong><br />

yardmaster before entering <strong>the</strong> yard or moving from a yard<br />

track. The yardmaster will communicate with any affected<br />

switch crew before authorizing <strong>the</strong> movement.<br />

Application <strong>of</strong> Handbrakes on Grade—<br />

Spokane Yard—Call Yardmaster for instructions.<br />

Erie Street—Call Yardmaster for instructions.<br />

No o<strong>the</strong>r areas on <strong>the</strong> Spokane Subdivision exceed 1% grade.<br />

Safety Lockout Program-Spokane—Switch locks are<br />

installed at Yardley at both ends <strong>of</strong> <strong>the</strong> following tracks:<br />

Tracks 1 through 16<br />

Tracks 45 through 59<br />

Crossovers 1, 59, 2, 2 to 1, and from <strong>the</strong> Main Track to 1 Track<br />

through <strong>the</strong> hand-throw switches (<strong>the</strong> Hard Way).<br />

Under <strong>the</strong> authority <strong>of</strong> <strong>the</strong> conductor or foreman in charge,<br />

employee WILL BE REQUIRED to lock both ends <strong>of</strong> track<br />

while coupling air hoses, and/or performing air tests on <strong>the</strong>ir<br />

own train. This requirement will not apply to a conductor or<br />

foremen who is only coupling air hoses between <strong>the</strong>ir<br />

locomotive and <strong>the</strong> train or cars <strong>the</strong>y will be handling.<br />

The conductor or foreman may request <strong>the</strong> assistance <strong>of</strong> a<br />

switch or road crew operator at ei<strong>the</strong>r end <strong>of</strong> <strong>the</strong>ir track to lock<br />

or unlock tracks for <strong>the</strong>ir protection.<br />

Upon completion <strong>of</strong> coupling air hoses, and/or air testing, <strong>the</strong><br />

conductor or foreman MUST NOTIFY <strong>the</strong> yardmaster when<br />

his crew is unlocking <strong>the</strong> track. It will not be necessary for <strong>the</strong><br />

crew to remove locks at both ends <strong>of</strong> <strong>the</strong> track upon <strong>the</strong>ir<br />

departure.<br />

Any yard or train crew member, upon discovery <strong>of</strong> a locked<br />

track in <strong>the</strong> yard, MUST call <strong>the</strong> yardmaster to get permission<br />

to remove <strong>the</strong> lock BEFORE switching any car into that track,<br />

to make sure track is clear <strong>of</strong> employees working on <strong>the</strong>ir train.<br />

SWITCH LOCKS MAY NOT BE REMOVED WITHOUT THE<br />

AUTHORITY OF THE YARDMASTER.<br />

These procedures are a tool for your use to provide additional<br />

protection while in a specific track. They are not intended to<br />

supersede GCOR Rule 5.13, (Blue Flag Signal Protection <strong>of</strong><br />

Workmen).<br />

The conductor or foreman in charge must notify <strong>the</strong><br />

yardmaster before locking out any track.<br />
