Passive Preservation Sites in this category do not undergo any interpretive<br />
development, occur in areas that can be avoided by development, and are left as<br />
<br />

undergo data recovery procedures in <strong>the</strong> future, presumably when improved data<br />
ga<strong>the</strong>ring techniques and refined analysis technologies are available or on large<br />
tracts <strong>of</strong> land where development is intended to take place in incremental phases;<br />
and<br />
Active Preservation Sites in this category are chosen for <strong>the</strong>ir interpretive<br />
<strong>potential</strong>. Their selection may be based on aes<strong>the</strong>tic, academic, or cultural<br />
representation values. Different levels <strong>of</strong> interpretive development may be<br />
undertaken, including: stabilization, partial or complete restoration, and/or<br />
reconstruction. Signs may be involved, and details regarding access and protocols<br />
need to be worked out.<br />
Off-Property Areas<br />
The AIS reports for <strong>the</strong> <strong>of</strong>f-site water and wastewater infrastructure areas recommend that<br />
in view <strong>of</strong> <strong>the</strong> negative results, no fur<strong>the</strong>r pre-construction archaeological procedures are<br />
warranted. However, archaeological monitoring <strong>of</strong> constructionrelated ground disturbing<br />
activities is recommended. When water and wastewater system plans are finalized,<br />
archaeological monitoring plans will be prepared and submitted to SHPD for review and<br />
approval before commencement <strong>of</strong> any construction activities. The limited width <strong>of</strong> <strong>the</strong><br />
water and wastewater transmission line corridors will facilitate avoidance <strong>of</strong> any<br />
inadvertent discoveries that warrant preservation.<br />
The Piÿilani Highway widening area from Kilohana Drive to Wailea Ike Drive is within <strong>the</strong><br />
existing highway ROW or adjacent to previously disturbed land. The area <strong>of</strong> <strong>the</strong> Wailea<br />
Ike Drive and Wailea Alanui Drive intersection improvements is also within an area <strong>of</strong><br />
previously disturbed land. The State Historic Preservation Division has determined that<br />
archaeological inventory surveys <strong>of</strong> <strong>the</strong> areas <strong>of</strong> <strong>the</strong> Piÿilani Highway widening and <strong>the</strong><br />
Wailea Ike Drive and Wailea Alanui Drive intersection improvements are not required;<br />
however archaeological monitoring plans will be prepared and a qualified archaeological<br />
monitor will be present during all ground altering disturbances. For more information on<br />

which contains <strong>the</strong> complete Piÿilani Highway Widening Project Final EA. Appendix G <strong>of</strong><br />
