Final Environmental Impact Statement
o Northbound and Southbound Approaches: Provide an exclusive left-turn lane
(with a protected left-turn signal phase), two exclusive through lanes, and an
exclusive right-turn lane.
o Eastbound Approach: Remain as an exclusive left-turn lane and a shared
through/right-turn lane (with a permissive signal phase).
o Westbound Approach: Provide an exclusive left-turn lane, an exclusive through
lane and an exclusive right-turn lane (with a permissive signal phase).
Modify the Wailea Alanui Drive/Kaukahi Drive intersection to provide the
eastbound and westbound approach with an exclusive left-turn lane and a shared
through/right-turn lane in conjunction with the build-out of the Mäkena Resort.
The following is the a based on
the assumption that the above improvements are actually implemented. It is important to
note, however, that with the exception of adding a signal
Drive/Mikioi Place intersectionwhich is a condition of approval of the Kai Malu Project
(MF-8) projectit is not known if or when any of these improvements would be built
without Honuaula, or if the State, the County, or others would be willing or able to fund
them.

-lanes would be necessary between its intersections
with Kilohana Drive/Mäpu Place and Wailea Ike Drive.
Highway/Okolani Drive/Mikioi Place intersection also would be necessary. If these
improvements are undertaken, the intersections with Kilohana Drive/Mäpu Place
and Okolani Drive/Mikioi Place would operate at LOS D or better during both the AM and
PM peak hours of traffic. but a signal is installed at the
Okolani Drive/Mikioi Place intersection, some movements at the Kilohana Drive/Mäpu
Place intersection and the Okolani Drive/Mikioi Street intersection would operate at LOS
F during the AM and PM peak traffic hours.

Drive/Mikioi Place intersection, traffic conditions at
during both the AM and PM
peak hours of traffic. Without the widening of Piilani Highway, traffic conditions at
intersections along Piilani Highway would be expected to operate at a worse level of
service.

left-turn movement at the un-signalized intersection of Wailea I
will operate at LOS F for left turns exiting it is not uncommon
for a low volume side street such as Kälai Waÿa Street to experience long delays,
