intersections according to <strong>the</strong> Highway Capacity Manual.<br />

By 2022, if <strong>the</strong> projected build-out <strong>of</strong> Mäkena Resort is realized and <strong>the</strong> east and west<br />

approaches from Wailea Alanui Drive have been restriped to provide shared through/right<br />

turn lanes and exclusive left-turn lanes to Kaukahi Street, all intersections along Wailea<br />

Alanui Drive will operate at LOS D or better during <strong>the</strong> AM and PM peak traffic hours<br />

except for: 1) <strong>the</strong> northbound left-turn movement at <strong>the</strong> all-way stopped controlled<br />

intersection <strong>of</strong> Wailea Alanui Drive/Okolani Drive during <strong>the</strong> PM peak traffic hour (LOS<br />

F); and 2) <strong>the</strong> eastbound and westbound left turn movement at <strong>the</strong> un-signalized<br />

intersection <strong>of</strong> Wailea Alanui Drive/Kaukahi Street during <strong>the</strong> PM peak traffic hour (LOS E<br />

or worse). However, because <strong>of</strong> <strong>the</strong> relatively low volumes <strong>of</strong> traffic making left turns from<br />

Okolani Drive and to Kaukahi Street, a traffic signal most likely will not be warranted at<br />

<strong>the</strong>se intersections according to <strong>the</strong> Highway Capacity Manual.<br />

4.4.4 <br />

As part <strong>of</strong> creating , , LLC will not only provide traffic<br />

improvements that are necessary to specifically address traffic generated by ,<br />

but it will also pay for and build many regional traffic improvements that would be<br />

regional improvements that would most<br />

likely not be undertaken if not for <strong>the</strong> development <strong>of</strong> Honuaula. Therefore, <strong>the</strong><br />

improvements provided by Honuaula Partners, LLC will address <strong>the</strong> impacts <strong>of</strong> general<br />

<br />

Regional Traffic Improvements<br />

In accordance with County <strong>of</strong> , LLC will<br />

provide <strong>the</strong> following regional traffic improvements before occupancy <strong>of</strong> any units within<br />

<strong>the</strong>se improvements mirror and exceed <strong>the</strong> above traffic improvements that<br />

would be necessary by 2016 due to regional traffic growth without :<br />

, from Kilohana Drive to Wailea Ike Drive, to four lanes <strong>of</strong><br />

traffic before <strong>the</strong> commencement <strong>of</strong> any construction on <strong>the</strong> Property, with <strong>the</strong><br />

exception <strong>of</strong> grading (Condition 2a);<br />

Signalize t and<br />

provide an exclusive left-turn lane on Okolani Drive prior to occupancy <strong>of</strong> <strong>the</strong> first<br />
