HANCOCK COUNTY EMERGENCY PLAN III. SITUATION A. The alert component of the public alert/notification system, the CityWatch Alert System, and a local function, consisting of fixed sirens and alert teams equipped with portable sirens and public address systems. Their function is to advise persons living, working, or traveling within portions of or all of the plume exposure pathway EPZ to tune to a local radio or TV station. B. The notification component of the public alert/notification systems is a combined local/State function. 1. The local function consists of a news release from the EOC of pre-written messages containing specific emergency information and instructions transmitted over local Alert stations to the population at risk. 2. The CityWatch Alert System, utilizing reverse 911 technology to warn the public of an emergency within a given geographical area. 3. The State function consists of the West Virginia Division of Homeland Security and Emergency Management (WVDHSEM) release of pre-written messages containing general area-wide emergency information and instructions transmitted over Emergency Alert System (EAS) stations to persons within the 50-mile ingestion pathway EPZ. C. Coordination of the three components is essential for adequate public response to an accident at the Beaver Valley Site. D. In the event of a serious accident requiring immediate protective actions, Hancock County reserves the right to activate the alert systems and Alert specific emergency instructions over local radio and TV stations without first coordinating with the State. IV. RESPONSIBILITIES A. West Virginia Division of Homeland Security and Emergency Management (WVDHSEM), together with HCOEM, PEMA and OEMA should coordinate the date and time the public alert/notification system is to be activated and tested. B. The County Emergency Services Director is responsible for the alert/notification of the resident and transient population at risk in the County to include: 1. The maintenance and preparedness of the alert/notification system. 2. The advance alert/notification of special population groups. 3. Activation of the public alert systems. R-1-83 Issue 9 Revision 0

WVDHSEM is responsible for the release of general area-wide EAS messages to the public within the 50-mile ingestion pathway EPZ. V. PROCEDURES A. Administrative The Hancock County Emergency Management Director will: 1. Assure development, refinement and coordination of the alert/notification systems. 2. Develop supplemental procedures for the activation and operation of the alert/notification systems. 3. Assure the training of those EOC operations staff that will assist with alert/notification, to include: a. Fire Services Officer b. School Services Officer c. Health/Medical Officer d. County Sheriff 4. Conduct test of the operational elements of the alert/notification systems according to established guidance. 5. Review and update semiannually the information contained in attachments to this procedure. R-1-84 Issue 9 Revision 0
