Sciences <strong>of</strong> the University <strong>of</strong> Development Studies. It strives to become a centre <strong>of</strong><br />
excellence for quality tertiary healthcare, medical education and research in Ghana.<br />
The major challenges the hospital faces include deteriorated infrastructure, obsolete<br />
equipments and the absence <strong>of</strong> an accident and emergency centre at the hospital. In addition<br />
the hospital is faced with a limited number <strong>of</strong> <strong>of</strong>ficial residential accommodation for essential<br />
staff and inadequate human resource base (only 20% <strong>of</strong> the minimum number <strong>of</strong> doctors<br />
required at post, 33% <strong>of</strong> the nurses required at post and 25% <strong>of</strong> Pharmacists and Allied<br />
<strong>Health</strong> pr<strong>of</strong>essionals at post). Other problems include weak management structures and<br />
systems (no decentralised BMCs), poor record and information management, non-existence<br />
<strong>of</strong> planned preventive maintenance culture, weak financial and supply chain management<br />
systems.<br />
The <strong>Ministry</strong> <strong>of</strong> <strong>Health</strong> in recognition <strong>of</strong> the immense challenges and the non attainment <strong>of</strong><br />
set targets for the hospital has reconstituted the management team.<br />
The thrust for <strong>2009</strong> will therefore focus on the provision <strong>of</strong> quality tertiary level health<br />
service by improvement in health infrastructure, management systems and human capacity<br />
development.<br />
Priority Activities<br />
• Undertake a major rehabilitation and upgrading <strong>of</strong> infrastructure, equipments and ICT<br />
• Initiate innovative strategies to attract and retain adequate number and skill mix <strong>of</strong><br />
critical staff.<br />
• Set up a functional accident emergency service<br />
• Re-organise and strengthen clinical services to meet the demand and requirement <strong>of</strong> a<br />
teaching hospital<br />
• Introduce innovative financial and supply chain management processes and<br />
procedures to ensure accountability<br />
• Build adequate capacity for training and research<br />
Expected Outcome<br />
• Physical structures rehabilitated and modernised<br />
• Staff numbers, staff retention, skill mix, and motivation improved<br />
• Improved quality <strong>of</strong> health service and outcomes<br />
• Improved ICT and HMIS<br />
• Research and training activities institutionalised<br />
