10.2. MONITORING AND REPORTING ON PERFORMANCE<br />

The ministry will track progress <strong>of</strong> the sector, based on the sector wide indicators as<br />

indicated in the 5YPOW. The sector will therefore continue to organise annual<br />

regional/District/BMC reviews to feed into the national annual performance review<br />

process. The ministry aims to improve the <strong>2009</strong> performance reviews especially at the<br />

district levels by ensuring increased participation by civil society organisations, MDAs<br />

and other stakeholders. A process <strong>of</strong> data consolidation and validation would be<br />

introduced to ensure quality and timely data for the reviews at all levels<br />

As part <strong>of</strong> the general efforts to improve efficiency in data management at all levels <strong>of</strong> the<br />

health delivery system a monitoring scheme would be introduced to identify and address<br />

weaknesses in the system to ensure the availability <strong>of</strong> reliable and timely data that will<br />

enhance the quality <strong>of</strong> the review process.<br />

Half year performance review will also be organised to help assess progress and identify<br />

implementation problems for correction to ensure that we are on track to achieve set<br />

objectives.<br />

Apart from the sector priorities programmed in the 5YPOW other priorities were<br />

identified through dialogues, consultations and reviews at various fora. The<br />

implementation <strong>of</strong> these priorities would be monitored regularly to ensure that at each<br />

stage, planned activities for such priorities are implemented to the latter and weaknesses<br />

identified for immediate rectification.<br />

Special emphasis would be placed on monitoring the implementation <strong>of</strong> the free maternal<br />

delivery scheme initiated in July 2008 and recommendations <strong>of</strong> the maternal mortality<br />

conference. Efforts will also be made to institute a sentinel surveillance system to assist in<br />

the implementation <strong>of</strong> these programmes.<br />

All these reviews will feed into the annual health sector review summit where overall<br />

performance <strong>of</strong> the health summit will be assessed using the newly developed holistic<br />

assessment tool that allows for wider appraisal <strong>of</strong> the health sector. The holistic<br />

assessment will also provide a framework for dialogue between the GOG and the<br />

development partners at both sector and central government levels<br />

10.3. RISKS AND ASSUMPTIONS<br />

The major risks to the successful implementation <strong>of</strong> the programme <strong>of</strong> work in <strong>2009</strong> are<br />

outlined as follows:<br />

• Adherence to Paris declaration and Accra Agenda for Action (Alignment,<br />

Harmonisation , mutual accountability and use <strong>of</strong> Country systems)<br />

• Budget execution (Adherence to planned expenditure)<br />

o Approved budget may not be released in full and this may affect<br />

programme implementation<br />
