EUROPE'S RESPONSIBILITY.<br />
rpHE preceding chapters have probably proved<br />
X sufficiently gruesome reading, <strong>and</strong> it is time to<br />
ask ourselves i£ nothing can be done to stop, effectually<br />
<strong>and</strong> finally, the atrocities which for many months<br />
past have disgraced the Ottoman Government, <strong>and</strong><br />
have outraged the sensibilities of the entire civilised<br />
world.<br />
A cheap <strong>and</strong> easy method with appeals <strong>and</strong> protests<br />
from <strong>Armenia</strong>, is to reply that, however deplorable the<br />
internal management of Turkey may be, it is no<br />
concern of ours, <strong>and</strong> that we are not entitled to meddle<br />
with another nation's business. Such an answer to<br />
the appeals of outraged women <strong>and</strong> orphaned children<br />
is not one which should commend <strong>its</strong>elf to a people<br />
claiming to be both Christian <strong>and</strong> civilised. The<br />
policy of non-interference becomes both cowardly <strong>and</strong><br />
criminal in the presence of unspeakable wrong. If it<br />
be unmanly <strong>and</strong> shameful to st<strong>and</strong> idly by while one<br />
single act o£ barbarity is committed, surely indifference<br />
in the presence of such fiendish enormities as we have<br />
described becomes infinitely despicable. The cause of<br />
humanity <strong>and</strong> of Christianity is far too sacred to be<br />
fettered by the red tapeism of diplomatic etiquette.<br />
There is a righteousness which exalteth a nation, <strong>and</strong><br />
never was resolute intervention more truly an act of<br />
