<strong>Peacebuilding</strong> involves a r<strong>an</strong>ge <strong>of</strong> measures<br />

targeted “ to reduce <strong>the</strong> risk <strong>of</strong> lapsing or relapsing<br />

into conflict by streng<strong>the</strong>ning national capacities<br />

at all levels for conflict m<strong>an</strong>agement, <strong>an</strong>d laying <strong>the</strong><br />

foundations for sustainable peace <strong>an</strong>d development.<br />

<strong>Peacebuilding</strong> strategies must be coherent <strong>an</strong>d<br />

tailored to <strong>the</strong> specific needs <strong>of</strong> <strong>the</strong> country<br />

concerned, based on national ownership, <strong>an</strong>d should<br />

comprise a carefully prioritized, sequenced, <strong>an</strong>d<br />

<strong>the</strong>refore relatively narrow set <strong>of</strong> activities aimed at<br />

achieving <strong>the</strong> above objectives.”<br />

<strong>Peacebuilding</strong> is ra<strong>the</strong>r <strong>the</strong> continuum <strong>of</strong> strategy,<br />

processes “ <strong>an</strong>d activities aimed at sustaining<br />

peace over <strong>the</strong> long-term with a clear focus on<br />

reducing ch<strong>an</strong>ces for <strong>the</strong> relapse into conflict.... [It]<br />

is useful to see peacebuilding as a broader policy<br />

framework that streng<strong>the</strong>ns <strong>the</strong> synergy among <strong>the</strong><br />

related efforts <strong>of</strong> conflict prevention, peacemaking,<br />

peacekeeping, recovery <strong>an</strong>d development, as<br />

part <strong>of</strong> a collective <strong>an</strong>d sustained effort to build<br />

lasting peace.”<br />

Originally conceived in <strong>the</strong> context <strong>of</strong> post-conflict<br />

recovery “ efforts to promote reconciliation <strong>an</strong>d<br />

reconstruction, <strong>the</strong> term peacebuilding has more<br />

recently taken on a broader me<strong>an</strong>ing. It may include<br />

providing hum<strong>an</strong>itari<strong>an</strong> relief, protecting hum<strong>an</strong><br />

rights, ensuring security, establishing nonviolent<br />

modes <strong>of</strong> resolving conflicts, fostering reconciliation,<br />

providing trauma healing services, repatriating<br />

refugees <strong>an</strong>d resettling internally displaced persons,<br />

supporting broad-based education, <strong>an</strong>d aiding in<br />

economic reconstruction. As such, it also includes<br />

conflict prevention in <strong>the</strong> sense <strong>of</strong> preventing<br />

<strong>the</strong> recurrence <strong>of</strong> violence, as well as conflict<br />

m<strong>an</strong>agement <strong>an</strong>d post-conflict recovery. In a larger<br />

sense, peacebuilding involves a tr<strong>an</strong>sformation<br />

toward more m<strong>an</strong>ageable, peaceful relationships<br />

<strong>an</strong>d govern<strong>an</strong>ce structures—<strong>the</strong> long-term process<br />

<strong>of</strong> addressing root causes <strong>an</strong>d effects, reconciling<br />

differences, normalizing relations, <strong>an</strong>d building<br />

institutions that c<strong>an</strong> m<strong>an</strong>age conflict without resort<br />

to violence.”<br />
