11 MR. HERMS: The only -- the majority<br />
<strong>12</strong> of the discussions about the OHV fund have<br />
13 been about the inability of the division to<br />
14 spend the dollars, to go out and build new --<br />
15 MR. PATTON: Yeah.<br />
16 MR. HERMS: And that made them<br />
17 vulnerable to having their fund borrowed by<br />
18 the administration to fill the budget gap.<br />
19 MR. PATTON: Never had heard any<br />
20 discussions where problems with the reports to<br />
21 Controller --<br />
22 MR. HERMS: No.<br />
23 MR. PATTON: -- versus Finance?<br />
<strong>24</strong> MR. HERMS: No. From my<br />
25 perspective, all of this is accounting stuff,<br />
